About the position

Koniag Professional Services, LLC, a Koniag Government Services company, is seeking an Acquisitions Project Manager with a Public Trust Clearance to support KPS and our government customer in Washington, DC. The Acquisitions Project Manager will be responsible for ensuring that the needs of the government client are met or exceeded. This role involves a comprehensive range of pre-award contracting support activities, including the development of Statements of Work (SOW), Performance-based Statements of Work (PWS), and Statements of Objectives (SOO). The successful candidate will provide guidance on the best acquisition processes, utilizing existing streamlined methods whenever possible, and will be responsible for preparing modifications and documentation for Contracting Officer (CO) review and approval. In addition to these responsibilities, the Acquisitions Project Manager will administer terms and conditions, negotiate change orders, prepare contract modifications, evaluate performance, and manage contract termination and closeout processes. The role requires monitoring multiple assigned contracts to ensure that funding levels and performance periods are adequate and valid, initiating necessary administrative contract actions as required. Compliance with all government regulations regarding conflict of interest and ethical obligations is essential. The position also involves establishing metrics for measuring key project criteria, maintaining awareness of emerging technologies, and providing evaluation and audit support services, including cost-benefit analysis and risk management. The Acquisitions Project Manager will work collaboratively in a SharePoint portal environment, demonstrating a team-oriented approach while managing time effectively with minimal supervision. The role requires maintaining active communication with clients, peers, and management, ensuring quality deliverables as per the scope of work, and striving to address issues at the appropriate level. Responsibilities

  • Perform the full range of pre-award contracting support activities including facilitating the development of Statements of Work (SOW), Performance-based Statements of Work (PWS), and Statements of Objectives (SOO).
  • Provide guidance on the best acquisition process for actions utilizing existing streamlined processes whenever possible.
  • Prepare modifications and applicable documentation for Contracting Officer (CO) review and approval.
  • Administer terms and conditions, negotiate change orders, prepare contract modifications, evaluate performance, and manage contract termination and closeout processes.
  • Monitor assigned contracts to ensure funding levels and performance periods are adequate and valid, initiating necessary administrative contract actions.
  • Comply with all Government regulations regarding conflict of interest and ethical obligations.
  • Establish appropriate metrics for measuring key project criteria and other activities.
  • Maintain awareness of emerging technologies and acquisition and project management techniques.
  • Provide evaluation and audit support services, including analysis of alternatives, cost-benefit analysis, risk management, performance management, and operational analysis.
  • Exercise Portfolio Management activities in a SharePoint portal collaborative environment.
  • Work collaboratively with the Government customer and other contract members, demonstrating a team-oriented approach.
  • Manage time effectively with minimal supervision and maintain active communication with the client, peers, and management.
  • Provide quality deliverables as required by the scope of work, utilizing established procedures.

Requirements

  • 10 years of relevant major acquisition program experience for DHS or DOD.
  • DAWIA Level III or NCMA CFCM or CPCM certification.
  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.
  • Strong communication skills, both oral and written.
  • Ability to communicate clearly with a variety of stakeholders.
  • Ability to effectively solve problems.
  • Ability to work independently and in a team on complex acquisitions.
  • Demonstrated professionalism in providing support, including sound judgment, discretion, tact, and diplomacy.
  • Sound business ethics, including the protection of proprietary and confidential information.
  • Ability to thrive in a fast-paced environment.
  • Public Trust Clearance.
  • Bachelor's degree or better.
