About the position

The Acquisition Specialist/Budget Analyst at ARServices will provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA), focusing on Chemical and Biological Defense. This role involves evaluating acquisition planning, providing cost analyses, and supporting the planning, programming, budgeting, and execution (PPBE) processes for various projects. The successful candidate will leverage technical expertise to translate scientific information into programmatic documentation and will coordinate with stakeholders to ensure project objectives are met.

Responsibilities

  • Evaluate the acquisition planning and execution of acquisition programs in the broad area of Chemical and Biological Defense.
  • Provide cost estimating, life-cycle costing, and cost-benefit analyses in support of acquisition programs.
  • Perform 'should-cost' analysis and trade studies related to cost trade-off options.
  • Plan, coordinate, integrate, implement, and evaluate the use of acquisition programs in the broad area of Chemical and Biological Defense.
  • Provide necessary input to Acquisition processes such as the Initial Strategy Session (ISS) and Acquisition Strategy Review (ASR).
  • Create and manage Purchase Request Packages.
  • Translate scientific information into required programmatic and fiscal documentation to support the PPBE system.
  • Review program documentation to ensure technical validity and facilitate cross-communication regarding program priorities.
  • Participate in Integrated Product Teams and serve as programmatic point of contact.
  • Establish and maintain relationships with relevant internal and external stakeholders in the CB defense community.
  • Provide support to and coordination of acquisition and planning, programming, budgeting, and execution documents.
  • Assist in setting portfolio, project, and product level strategy and priorities.
  • Coordinate and consolidate complex, technical, programmatic, and strategic responses to support division initiatives.
  • Create briefings and products for both technical and senior leader audiences.
  • Track cost, schedule, and performance of chemical and biological defense related technical projects.
  • Advise the program team on risk assessment and risk management, business and contracting strategies, and technology transfers.
  • Assist with developing and tracking budgets and spend plans for a wide-ranging portfolio across multiple fiscal years.
  • Assist with tracking project expenditures and supporting the development of funding award documentation.
  • Provide technical and logistical support to the client and be prepared to provide insight for internal taskers.
  • Assist with acquisition/contracting strategy for projects and programs.
  • Assist with planning, coordinating and executing stakeholder meetings and tracking project deliverables.
  • Assist with contributing input for budget execution reviews and monthly comments.
  • Assist with managing and developing the PPBE process and developing budget/program briefs.
  • Coordinate with Government Science and Technology Managers in the competitive award process.

Requirements

  • Active/current Secret clearance is required.
  • Successful completion of a full course of study in an accredited college or university leading to a BS, or MS, in a Business/Accounting/Financial Management related field, and/or five years experience managing projects and financials.
  • Minimum of five years' experience with a BS, or 3 years with a MS, in DoD Financial Systems with experience in research and development planning.
  • Experience managing and reporting on multiple RDT&E projects.
  • Detail-oriented, self-starter with excellent communication and time management skills.
  • High-level proficiency with MS Excel, PowerPoint, and Word.

Nice-to-haves

  • Certified Cost Estimator/Analyst (CCE/A).
  • Knowledge of Joint Chemical Biological Defense Program systems (e.g. CBDP JICAP) and GFEBS.
  • Knowledge of the DoD acquisition policies, preferably with experience in the Joint CBDP.
