About the position

The Acquisition Specialist/Program Manager at Tecolote Research, Inc. will provide essential Program Management and Acquisition support to the Program Management Office (PMO) Staff. This role involves assisting with all acquisition activities, which include writing and reviewing program documents, tracking contracting actions, and creating or reviewing travel authorizations and vouchers in the Defense Travel System (DTS). The applicant will be responsible for providing on-site support for key projects, utilizing expert knowledge of Department of Defense (DoD) acquisition processes and analytical methods to gather, analyze, and evaluate information required by the PMO. The successful candidate will be tasked with improving acquisition effectiveness and compliance, developing and drafting acquisition documentation, and ensuring quality control throughout the process. Additionally, the role requires providing risk management expertise in support of the Naval District Washington (NDW) portfolio, as well as documentation support, scheduling, and schedule integration management. The position demands a proactive approach to problem-solving and the ability to devise effective solutions to enhance acquisition processes. The ideal candidate will have a strong background in managing the development, integration, and sustainment of DoD weapon systems, with at least five years of relevant experience. A Bachelor's degree in a technical engineering field, business, or management is required, along with knowledge of DoD 5000.2 and AFI 63-125 regulations. Proficiency in creating solicitation packages, acquisition strategies, and integrated master plans and schedules is essential. Excellent verbal and written communication skills, along with quantitative analytical abilities, are also critical for success in this role.

Responsibilities

  • Provide on-site support for key projects to the government.
  • Assist with all acquisition activities including writing and reviewing program documents.
  • Track contracting actions and create/review travel authorizations/vouchers in DTS.
  • Conclude and devise solutions to problems relating to acquisition effectiveness/compliance.
  • Develop and draft acquisition documentation and ensure quality control.
  • Provide risk management expertise in support of the NDW portfolio.
  • Offer documentation support, scheduling, and schedule integration management.

Requirements

  • At least five years of combined industry and federal government experience managing DoD weapon systems.
  • Bachelor's degree from an accredited institution in a technical engineering field, business, or management.
  • Experience in DoD weapon system program management.
  • Knowledge of DoD 5000.2 and AFI 63-125 regulations.
  • Proficiency in creating and integrating solicitation packages/documentation and acquisition strategies.
  • Experience in project risk assessment and scheduling.
  • Proficient in standard Microsoft Office applications and Microsoft Project.
  • Excellent verbal communication, written, and quantitative analytical skills.
  • U.S. citizenship and an active passport.
  • At least a Secret clearance with the ability to obtain DoD Top Secret security clearance.
