About the position

The Acquisition Support Manager (Senior) plays a critical role in providing program management support for the Engine CIP program, ensuring compliance with DoD and Air Force acquisition policies. This position involves defining, documenting, and tracking capabilities and requirements, supporting acquisition strategy development, and preparing necessary documentation for various decision processes. The role requires extensive knowledge of aircraft engine management and involves collaboration with multiple stakeholders to enhance program effectiveness and efficiency.

Responsibilities

  • Utilize in-depth knowledge of AFMAN 20-116 and other DoD acquisition policies related to aircraft engine management.
  • Provide program management support to define, document, and track capabilities and requirements for the Engine CIP program.
  • Support acquisition strategy development for new engine, modification, or retrofit requirements.
  • Prepare plans and documentation for Material Development Decision (MDD) and Acquisition Strategy Panel (ASP) processes.
  • Develop and prepare briefings to provide program status for review by Government program manager.
  • Arrange and support various program actions, including Engine CIP IPT actions.
  • Assist in development of funding requirements and programming of funds for Engine CIP requirements.
  • Support planning and execution of all engine retrofit activities.
  • Monitor financial obligations and expenditures to confirm funded program activities are executed on cost and schedule.
  • Conduct research of cost, budget, schedule, and related technical data to enhance analysis capabilities.
  • Conduct cost effectiveness, reliability, and technical risk assessments and document results in technical reports.
  • Develop schedules and metrics to track program status using Earned Value Management (EVM) principles.
  • Prepare cost estimates for all phases of acquisition and sustainment programs.
  • Interface and coordinate with senior AFLCMC/LP leadership and other stakeholders to accomplish assigned tasks.
  • Support planning and execution of required accelerated mission testing for the TMS engine suite.
  • Provide weekly updates to the AFLCMC/LP Chief on the status of suspenses.
  • Analyze Engineering Change Proposals (ECP) and provide recommendations to Government managers.
  • Assist with oversight of engine fleet management processes and status reviews.
  • Support cost, schedule, and performance management of Combined Test Force (CTF) operations.
  • Recommend, produce, maintain, and report management metrics for engine programs.
  • Develop and maintain databases to report program status and metrics for the Engine CIP.
  • Support audit agency requests for information regarding engine programs.
  • Develop and provide CIP process training to Government TMS/CIP program managers.

Requirements

  • Master's or Doctorate Degree in a related field and ten (10) years of experience in the respective technical/professional discipline, five (5) years of which must be in the DoD.
  • Bachelor's Degree in a related field and twelve (12) years of experience in the respective technical/professional discipline, five (5) years of which must be in the DoD.
  • HS Diploma and eighteen (18) years of directly related experience, eight (8) years of which must be in the DoD.
  • At least ten years of recent program management experience with knowledge of DoD acquisition.
  • U.S. Citizenship required; Active Secret clearance required.
  • Working knowledge of desktop applications including word processing, spreadsheet, and database software.
