About the position

The Acquisition Support Manager (Senior) at COLSA is responsible for providing comprehensive program management support for the Engine CIP program, ensuring compliance with DoD and Air Force acquisition policies. This role involves developing acquisition strategies, preparing documentation for key decision processes, and coordinating with various stakeholders to enhance engine management and performance. The position requires a deep understanding of propulsion life cycle management and the ability to analyze and report on program status, financial obligations, and performance metrics.

Responsibilities

  • Utilize in-depth knowledge of AFMAN 20-116 and other DoD acquisition policies to support aircraft engine management.
  • Provide program management support to define, document, and track capabilities and requirements for the Engine CIP program.
  • Support acquisition strategy development for new engine requirements and applications.
  • Prepare plans and documentation for Material Development Decision and Acquisition Strategy Panel processes.
  • Develop and prepare briefings for program status review by Government program manager.
  • Arrange and support program actions, including meeting attendance and preparation of minutes.
  • Assist in development of funding requirements and programming of funds for Engine CIP.
  • Monitor financial obligations and expenditures to ensure program activities are executed on cost and schedule.
  • Conduct research and analysis of cost, budget, and schedule data to enhance estimating capabilities.
  • Conduct cost effectiveness and technical risk assessments, documenting results in reports.
  • Develop schedules and metrics to track program status using Earned Value Management principles.
  • Prepare cost estimates for acquisition and sustainment programs.
  • Coordinate inputs into the annual Engine CIP Working Group and assess final CIP products.
  • Interface with senior leadership and operational wings to accomplish assigned tasks.
  • Support planning and execution of accelerated mission testing for the TMS engine suite.
  • Provide weekly updates on program status to the AFLCMC/LP Chief.
  • Analyze Engineering Change Proposals for accuracy and consistency with program objectives.
  • Assist with oversight of engine fleet management processes and status reviews.
  • Support cost, schedule, and performance management of Combined Test Force operations.
  • Coordinate CTF activities and provide related information to leadership.
  • Develop and maintain databases to report program status and metrics for the Engine CIP.

Requirements

  • Master's or Doctorate Degree in a related field and ten (10) years of experience in the respective technical/professional discipline, five (5) years in the DoD.
  • Bachelor's Degree in a related field and twelve (12) years of experience in the respective technical/professional discipline, five (5) years in the DoD.
  • HS Diploma and eighteen (18) years of directly related experience, eight (8) years in the DoD.
  • At least ten years of recent program management experience with knowledge of DoD acquisition.
  • U.S. Citizenship and Active Secret clearance required.
  • Working knowledge of desktop applications including word processing, spreadsheet, and database software.
