About the position

The Actuarial Lead Analyst position at Qualcare, Inc. is a Band 3 Senior Contributor Career Track Role based in Houston, Texas. This role is integral to Cigna's Government Pharmacy line of business, which is a key driver of enterprise earnings and ongoing Medicare growth. The Medicare Part D Actuarial organization is responsible for a wide range of analytics that focus on customer growth, retention, value, product design, and distribution. The selected candidate will have the opportunity to extend and enhance these analytics to drive insights across the Medicare Part D landscape. As a dedicated analytics partner for the Government Pharmacy team, the Actuarial Lead Analyst will become a trusted thought leader, responsible for developing analytical outputs and effectively communicating results to senior business leaders. This role involves developing the Government Pharmacy data infrastructure, advancing a granular understanding of customer economics across enterprise value levers, and creating sophisticated models to forecast customer retention, lifetime value, and purchasing behavior. The ideal candidate will possess a deep analytics background, strong technical skills, financial acumen, and familiarity with Medicare Part D, along with experience in collaborating with business leadership. The role requires comfort in a fast-paced, changing environment, managing ambiguity, and translating strategic objectives into analytical insights.

Responsibilities

  • Create tables within our Teradata and SAS environment that consolidates historical Government Pharmacy data
  • Consult and collaborate with business leadership, product, finance, actuarial, sales, and marketing teams to identify business challenges and opportunities that can be addressed through consumer insights and analytical tools
  • Support strategic decision-making (e.g. new product development, distribution strategy, customer retention investments, cross-business initiatives, etc.) with data-driven insights
  • Develop and produce standardized reporting packages/tools, with a particular focus on customer sales, retention, and cohort economics
  • Develop subject-matter expertise in Government Pharmacy data sources and provide perspective on next-gen data infrastructure needed
  • Support insights and analytics collaboration opportunities across the Medicare segment, including Medicare Advantage and Medicare Supplement lines of business
  • Perform other ad-hoc analyses as needed

Requirements

  • Bachelor's Degree preferred, ideally in a quantitative field (e.g. mathematics, statistics, data science, business, MIS, actuarial science, finance, etc.)
  • ASA designation preferred but not required
  • Prior pharmacy analytics or actuarial experience preferred, experience with Medicare Part D preferred
  • Strong database and querying skills (e.g. SQL, Teradata, SAS etc.)
  • Proven track record of extracting meaningful insights from large and complex data sets
  • Strong financial acumen, including demonstrated ability to translate between financial modeling and business insights
  • Demonstrated experience working with non-technical business partners in consultative manner
  • Strong customer focus and management of business partner expectations
  • Strong communication skills (e.g. experience translating complex analyses into easy-to-follow slides/materials)
