About the position

Credence Management Solutions, LLC is seeking a Senior Systems Engineer to support the Army Contract Writing System (ACWS), which is a next-generation contract writing and management software system. The role involves overseeing the implementation of Defense Business Systems, focusing on business process mapping, requirements management, and stakeholder communications. This position is primarily remote, with the potential for 100% telework, and requires collaboration with various stakeholders to ensure the effective integration and optimization of procurement-related systems across the Army.

Responsibilities

  • Support the Army Contract Writing System Program Management Office with Systems Engineering activities.
  • Author or support technical feasibility assessments and review System Integrator products for accuracy and completeness.
  • Coordinate technical integration with partner systems and manage technical data exchanges.
  • Represent Army Contract Writing System equities in Defense-wide discussions and reviews.
  • Write or contribute to User Stories in support of Defense Business Systems.
  • Define technical strategies to optimize Procurement-related systems across the Army Defense Business Systems Portfolio.
  • Document procurement system requirements and coordinate activities with Secure organizations.
  • Create and review all Enterprise Architecture products and coordinate activities among stakeholders for effective change management.
  • Translate business needs into executable long-term architecture solutions.
  • Review information models and process models to structure system information optimally for ACWS priorities.
  • Instruct, direct, and review the work of other System Engineering team members.
  • Lead a group of engineers, analysts, and/or technicians for project initiatives.
  • Provide actionable recommendations aimed at operational efficiency and key business performance metrics.
  • Coordinate with ODASA(P) representatives to ensure technical solutions meet business objectives.
  • Conduct periodic evaluations to determine if objectives are being met and identify opportunities for priority revisions.
  • Provide guidance on data design and acquisition strategies for data analytics and master data management solutions.
  • Drive data standards, security, and prioritization guidance for data utilization.
  • Provide technical oversight for ACWS-related data activities and review technical recommendations and data architecture designs.
  • Collaborate with cross-functional teams for ACWS's data sources, storage, and maintenance needs.
  • Represent ACWS at business meetings, legislative sessions, and conferences as needed.
  • Participate in the development of procurement documents and provide recommendations for data analytics procurements.
  • Support the delivery and sustainment of a standardized data environment for ACWS capabilities.
  • Develop and implement data governance processes across the Army contracting community.
  • Design and maintain a contracting data dictionary/metadata dictionary.

Requirements

  • Active Top Secret Clearance required.
  • Bachelor's Degree preferred.
  • 12+ years of related experience required.
  • Knowledge of enterprise architectural frameworks such as DODAF and TOGAF, particularly regarding data modeling requirements.
  • Understanding of operational support requirements for networks, operating systems, databases, and security applications.
  • Familiarity with laws and regulations relevant to data management and governance.
  • Knowledge of industry-standard technologies and tools for data management and analytics.
  • Understanding of hardware and software technology infrastructure for data systems.
  • Knowledge of data mining and segmentation techniques.
  • Familiarity with data visualization tools and data modeling tools such as Visio and ARIS.
  • Proficiency in SQL and Oracle.
  • Knowledge of Appian and its data structures.

Nice-to-haves

  • Familiarity with Defense Pricing and Contracting (DPC) Procurement Data Standards (PDS) and Purchase Request Data Standard (PRDS).
