About the position

The Address Confidentiality Program Manager serves as the expert for the Address Confidentiality Program (ACP) within the Office of the Secretary of State. This role is crucial in supporting survivors of domestic violence, sexual assault, stalking, and trafficking by administering and overseeing the ACP in accordance with state law and agency policies. The manager is responsible for program administration, staff management, compliance, and stakeholder engagement, ensuring that the program effectively meets the needs of its participants.

Responsibilities

  • Administers the agency's Address Confidentiality Program.
  • Manages the statewide services of the ACP including enrollment, certification, cancelation, and outreach.
  • Interviews, onboards, manages, and evaluates program staff.
  • Provides input for staff position description development and recruitment needs.
  • Confers with program and agency staff, government agencies, and private entities to address unique issues.
  • Develops, maintains, and evaluates program rules, policies, and procedures for compliance.
  • Identifies new tools and resources for program improvements and makes recommendations.
  • Determines program outcomes and priorities, ensuring services meet required timelines.
  • Develops program strategic plan and oversees public-facing ACP website content.
  • Prepares and delivers program presentations, workshops, and training materials.
  • Approves leave requests of program staff and monitors attendance and performance.
  • Writes and delivers performance evaluations and provides staff training.
  • Coordinates with the attorney general on program-related issues.
  • Analyzes complaints to ensure compliance with program rules and guidelines.
  • Collaborates on training content for state and local agencies.
  • Identifies potential statute changes and drafts administrative rules.
  • Coordinates with IT staff on software development needs.
  • Represents the program at the national level and consults with other states.
  • Develops decision packages for additional program funds and directs the program's budget.

Requirements

  • Five years of experience providing support to staff or a program, with at least two years independently performing these duties.
  • One year of supervisory experience including interviewing, hiring, training, and evaluating staff.
  • Ability to efficiently use a personal computer and applicable software.

Nice-to-haves

  • Knowledge of the legislative process and experience in bill writing or serving as a legislative liaison.
  • Experience working with issues impacting the Address Confidentiality Program and knowledge of applicable statutes.
  • Experience working with clients who are victims of domestic violence, sexual assault, or stalking.
  • Current Washington State driver's license or accommodation for driving.
