About the position

The Administrative Aide-Housing position at the City of Porterville involves performing routine administrative tasks, field inspections, and complex clerical duties, primarily focused on the administration of the Federal HUD Community Development Block Grant Program (CDBG) and various housing programs. The role requires a bilingual individual to effectively communicate with the community and assist in various housing-related projects and programs.

Responsibilities

  • Administers and monitors CDBG grants, contracts, and agreements.
  • Interprets and implements grant guidelines.
  • Performs income verifications and applicant screening.
  • Makes public presentations and instructs First Time Home Buyer Classes in English and Spanish.
  • Researches, compiles, tabulates, and analyzes factual data.
  • Prepares written correspondence, draft reports, and related documents.
  • Promotes and publicizes projects; prepares graphic displays and exhibits.
  • Designs brochures and pamphlets; writes press releases and public service announcements.
  • Answers public inquiries and investigates complaints.
  • Conducts facility tours and presents training sessions and workshops.
  • Attends community meetings and outreach events to promote projects.
  • Works collaboratively with community partners.
  • Makes field visits to observe and gather data to assess project progress or investigate complaints.
  • Performs a variety of specialized clerical duties associated with projects.
  • Represents and supports the policies and procedures established by the City Council and other officials.
  • Prepares staff reports and makes presentations to the Arts Commission.
  • Evaluates Federal and State funded projects/programs relative to NEPA and CEQA standards.

Requirements

  • Graduation from an accredited college with an Associate's degree in business or related field.
  • Four years of clerical experience involving independent research and/or report compilation.
  • Basic knowledge of Federal regulations for CDBG and housing programs.
  • Familiarity with Fair Housing Principles.
  • Ability to collect, interpret, and analyze data.
  • Ability to prepare graphic displays and written reports.
  • Ability to read, understand, and interpret regulations and ordinances.
  • Effective communication skills, both verbal and written.
  • Ability to establish and maintain effective working relationships.

Nice-to-haves

  • Bilingual - Able to fluently speak Spanish; bi-literate preferred.
