About the position

The Administrative Officer for Environmental Management Services (EMS) at the Tuscaloosa VA Medical Center (TVAMC) is responsible for overseeing the administrative management of the organization. This role involves developing and modifying organizational structures, managing human resources, and ensuring compliance with various reports and budget forecasts. The position requires a strong focus on procurement, contracting, and quality initiatives within the service.

Responsibilities

  • Provides overall administrative management for the organization.
  • Develops, evaluates, and modifies organizational structure and systems to achieve program goals.
  • Directs the human resources management program for the service, overseeing all HR requirements.
  • Identifies management problems requiring HRMS intervention or correction.
  • Reviews reports for accuracy and compliance.
  • Develops and submits essential data for the annual budget forecast to the service Chief.
  • Manages procurement and contracting for the Service and administers internal review and quality initiatives.
  • Monitors purchases to ensure timely and accurate reconciliation of purchase card transactions.
  • Performs other related duties as assigned.

Requirements

  • One year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
  • Experience performing administrative functions within a clinical organization, including administration, human resources management, budget and finance, and program analysis.
  • Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. if related.
  • Combination of specialized experience and education beyond two years of higher-level graduate education equating to one year of experience.

Nice-to-haves

  • Experience in managing and facilitating the approval of medical center memorandums and policies.
  • Knowledge of logistics and administrative matters in support of a complex medical facility.
