About the position

The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest. The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.

Responsibilities

  • Serve under the Executive Officer, managing and coordinating various staff actions and administrative functions across the Executive Office.
  • Provide administrative support to leadership, facilitate meetings, and coordinate events and visits, ensuring professionalism and adherence to protocol.
  • Manage workload of staff of GS-8 Office Secretary, ensuring quality and quantity of work.
  • Review work of subordinates and accept, revise, or reject work.
  • Act as subject matter expert for administrative functions including time and attendance, travel, purchasing/billing, purchase card management, records management, inventory, personnel actions, correspondence, and training management.
  • Write recruiting and incentive plans including justification letters, job descriptions, and other supporting documents.
  • Advise managers of changes in regulations and policies by higher authorities affecting the operation of the Executive Office.
  • Manage office resources, prepare reports, facilitate meetings, and maintain accurate records of correspondence and staff actions.
  • Coordinate events and visits, including those involving distinguished guests and key stakeholders, ensuring adherence to protocol and effective communication.
  • Serve as liaison with external partners, supporting tribal liaison efforts as needed, managing stakeholder engagements and the Distinguished Visitor Program.

Requirements

  • One year of specialized experience at the GS-7 level or higher, including performing civilian personnel management functions, drafting correspondence, and using computers and software programs.
  • Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a relevant field.
  • Combination of education and experience may be used to qualify for this position.
  • For GS-11, one year of specialized experience at the GS-9 level or higher in administrative oversight, creating/tracking personnel actions, analyzing and problem-solving office duties, and utilizing civilian human resources procedures.
  • Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a relevant field.
