About the position

The Administrative Policy Research Analyst will support the Office of the State Auditor by providing administrative assistance to the Municipal Finance Oversight Board, responding to local government inquiries regarding unfunded mandates, and conducting cost certifications for mandated costs. The role involves authoring statutory impact reports and municipal impact studies to identify and recommend solutions for municipal cost issues, thereby enhancing government accountability and transparency.

Responsibilities

  • Support the Municipal Finance Oversight Board by handling communications, reviewing documents, crafting memos, and preparing packets and minutes.
  • Assist in the collection, verification, and certification of election costs for all 351 municipalities by preparing surveys, advancing communications, reviewing submissions, analyzing data, creating supporting materials, and maintaining records.
  • Perform research related to mandate petitions, drafting related documentation, and digitizing and organizing records.
  • Work collaboratively with DLM legal counsel to conduct research and analysis related to statutory fiscal impact reports.
  • Conduct research and draft reports as assigned to advance municipal impact studies or issue briefs.
  • Perform departmental administrative tasks including data entry, managing and scheduling meetings, appointments, and conference calls, copy editing, photocopying, scanning, and document organization and filing.
  • Develop and maintain a comprehensive understanding of OSA procedures and systems relevant to successful performance of job duties.
  • Regularly update supervisors of progress on all assigned tasks.
  • Respond to emails and phone calls in a professional manner.
  • Perform all other duties related to the work of DLM as required.

Requirements

  • A degree or work experience in public administration, public policy, law/paralegal, or related field.
  • Exceptional oral and written communication skills.
  • Ability to gather relevant information from trusted and accurate sources to prepare internal analysis and final reports for public release.
  • Ability to work independently and as part of a team.

Nice-to-haves

  • Juris doctorate, particularly candidates with advanced research and writing experience as with law review or a judicial clerkship.
  • Paralegal training or experience.
  • Advanced training or experience in research methods and data analysis.
  • Bachelor's or Master's degree in public administration, public policy, or related field.
