About the position

The Administrative Services Manager is responsible for overseeing strategic initiatives and managing administrative functions within the Street Department of the City of Garland. This role includes managing accounts payable, purchasing, contract administration, customer service, inventory management, and records management. The manager will also develop and manage the department's budget, coordinate public outreach activities, and lead special projects as assigned by the department director.

Responsibilities

  • Manage, oversee and direct business services division activities and operations including accounts payable, contract administration, purchasing, inventory management, customer service, public outreach, and records management.
  • Plan, organize, monitor and evaluate division staff by establishing goals, delegating work assignments, verifying performance, and engaging personnel.
  • Develop, oversee, and administer the department's annual operating budget and capital improvement program budget; analyze revenue projections and monitor expenditures.
  • Compile and analyze budget-related data; prepare tables, charts, summaries, and presentations for budget preparation and management.
  • Oversee and direct the department's inventory management program ensuring responsible control of tools, parts, equipment, and materials.
  • Manage accounts payable and accounts receivable activities ensuring quality and timely services to customers.
  • Oversee contract administration activities necessary to support department operations, including vendor sourcing and compliance.
  • Oversee department purchasing activities and manage the procurement card program.
  • Participate in strategic planning activities related to assigned division programs and activities.
  • Assist in developing departmental strategies and public outreach materials tailored to community engagement needs.
  • Prepare, edit, and submit Council agenda items through the agenda software portal; coordinate with department managers and the City Secretary's Office.
  • Participate in coordinated response to natural disasters and critical incidents outside of normal work hours.

Requirements

  • Bachelor's degree in Business Administration, Accounting, Finance, Public Administration, or related field.
  • 5 years related experience with progressive responsibility.
  • 2 years of supervisory experience.

Nice-to-haves

  • Master's Degree in Business Administration, Accounting, Finance or Public Administration.
  • 5-7 years experience with direct responsibility for budget development and management in a public sector environment.
  • 3-5 years of supervisory experience.

  • Full-time position with a competitive salary range of $80.9K - $102K per year.
