About the position

The Administrative Specialist I position at the City of Virginia Beach serves as the Office Manager for the Juvenile Detention Center (VBJDC). This role provides essential administrative support to the leadership team, ensuring efficient operations and compliance with regulations. The ideal candidate will demonstrate strong organizational skills, attention to detail, and effective communication abilities.

Responsibilities

  • Maintain inventory and reconciliation of resident, office, and administrative supplies.
  • Manage procurement procedures and petty cash for the VBJDC.
  • Assist with financial transactions and recordkeeping activities for the unit.
  • Generate correspondence, reports, organizational charts, and memos related to VBJDC functions and requirements.
  • Oversee VBJDC personnel records, agency training files, and resident's closed files.
  • Coordinate divisional travel and complete travel reimbursement documentation.
  • Coordinate and track division's procurement credit card usage and ensure compliance with Citywide policy requirements.
  • Assist with budget monitoring and expenditure reconciliation.
  • Compile new hire documentation required for onboarding and assist with the recruitment process of Detention Center staff.
  • Assist with employee onboarding and offboarding procedures.
  • Assist in ensuring VBJDC compliance with DJJ regulations.
  • Supervise division's office Assistant and Custodial staff.

Requirements

  • Any combination of education (above the high school level) and/or experience equivalent to five (5) years in fields utilizing the required knowledge, skills, and abilities, such as business or public administration.
  • DMV Transcript required.
  • CPS Check required.

Nice-to-haves

  • Experience in a human service related organization.
  • Experience utilizing an organizational credit card.
  • Experience coordinating travel and/or travel reimbursement documentation.
  • Experience monitoring and/or tracking personnel training compliance.
  • Experience supervising other staff (performance management, discipline, leave, etc).
  • Experience with budget monitoring and/or financial reconciliation.
  • Experience with employee onboarding or offboarding.
  • Experience in a local, state, or federal government environment.
