About the position

The Administrative Specialist position within the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) focuses on providing administrative support and guidance regarding organizational structures, facility operations, and travel logistics. The role is essential for ensuring efficient management of resources and compliance with federal regulations, contributing to the overall mission of the National Ocean Service (NOS).

Responsibilities

  • Provide guidance regarding organizational structures and functional statements, implementation of reorganizations, and annual staffing plans.
  • Analyze and advise on the implications of proposed management decisions and Human Resources policies and regulations.
  • Oversee a portfolio of facilities operations including vehicle management, facility space management, facility agreements, and facility leases.
  • Advise management on operating costs.
  • Plan, organize, and oversee workgroups in the execution and evaluation of space management, developing necessary policies for facility operations.
  • Advise on personal property management processes and procedures.
  • Conduct annual property inventory.
  • Maintain and update a property control system for the organization.
  • Coordinate and oversee scheduling, logistics, and staff travel.
  • Prepare domestic, international, and invitational travel orders per Federal Travel Regulations.
  • Analyze and advise on the administrative processes associated with travel.

Requirements

  • U.S. Citizenship is required.
  • One year of specialized experience equivalent to the next lower grade level in the Federal Service.
  • Experience in creating, processing, and tracking recruitment and personnel actions.
  • Experience in coordinating facility operations and property management.
  • Experience in preparing and processing staff travel documents.

Nice-to-haves

  • Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.
  • Experience in advising management on personnel actions or processes and human resources policies or regulations.
  • Experience in managing facility operations and personal property assets.
