About the position

The Chief of Staff at the Maryland Office of People's Counsel (OPC) plays a crucial role in advocating for the economic interests of residential consumers of public utility services. This position involves serving as the principal liaison with the Maryland General Assembly, managing communications with various stakeholders, and overseeing special projects to enhance OPC's advocacy efforts. The Chief of Staff will collaborate closely with OPC leadership to develop and implement agency goals and priorities, ensuring effective communication and policy development in alignment with state environmental and economic policies.

Responsibilities

  • Serve as OPC's principal liaison with the Maryland General Assembly.
  • Manage OPC's year-round work and deliverables related to the Legislative Session.
  • Coordinate with the Governor's Legislative Office and manage departmental legislation.
  • Establish and strengthen relationships with elected officials and coordinate legislative efforts.
  • Develop and implement OPC communications strategy, including consumer education work.
  • Assist with public outreach and create talking points on OPC policy positions.
  • Develop presentations, briefing memos, website content, and other written materials for outreach efforts.
  • Review internal and external content to ensure alignment with the People's Counsel's priorities and OPC's mission.
  • Prepare an annual report highlighting OPC's work for the Legislative Session.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Six years of administrative staff or professional work experience.
  • Substitution of 30 credit hours from an accredited college or university for each year of required experience (up to four years).
  • Substitution of a Bachelor's degree and two years of experience for the required experience.
  • Substitution of a Master's degree for five years of required experience.
  • Substitution of U.S. Armed Forces military service experience for required experience.

Nice-to-haves

  • Working knowledge of State and Federal energy, utility, and climate policy.
  • Experience with Maryland's legislative process or complex regulatory matters.
  • Ability to organize and coordinate duties in a fast-paced environment.
  • Excellent interpersonal, written, and oral communication skills.
  • Ability to establish effective working relationships at all organizational levels.
  • Strong critical thinking skills and independent judgment.
  • Experience directing or implementing organizational communications strategy.
  • Proficiency in Microsoft Office Suite, Google Suite, and Adobe Pro.
