About the position

The Advanced Treatment Water Facility Operations Specialist plays a crucial role in the JEA Purification program, focusing on the treatment processes essential for water purification. This position requires a comprehensive understanding of various purification treatment processes, including Reverse Osmosis (RO), Ultra-filtration (UF), Micro-filtration (MF), Advanced Oxidation Processes (UV based), Activated Carbon (GAC), and practices for stabilization and dissolved oxygen removal. The specialist will ensure that all operations and maintenance practices are conducted in accordance with Critical Control Point (CCP) and Critical Operating Point (COP) analyzers, troubleshoot complex operational problems, and oversee the operations of pilot systems, which includes data collection and staff training at each H2.0 facility, particularly the H2.0 Purification Center. In addition to operational oversight, the specialist is responsible for troubleshooting plant processes, assisting in staff training on purification processes, and contributing to the development and maintenance of Job Hazard Analysis, Standard Operating Procedures (SOPs), and preventative maintenance schedules. The role also involves utilizing a computer-based Supervisory Control and Data Acquisition (SCADA) system to monitor and control plant operations, investigate and respond to alarms, and navigate various program screens to track and retrieve online instrument readings for water, chemicals, and equipment. The Advanced Treatment Water Facility Operations Specialist will assist with pilot study programs, evaluate pilot data for optimizing performance, and implement industry best practices for operations, maintenance, troubleshooting, and training to support the safe and efficient operation of JEA's Water Purification Facilities. This position requires verifying water quality data collected both internally and externally, addressing any issues with outliers, and providing input on shop drawing submittals and design reviews. The specialist must proactively acquire and maintain extensive knowledge in the operation and troubleshooting of process analyzing equipment, sensors, and lab equipment, while staying current on developing trends and emerging technologies to assist the JEA Standards group in implementing unique purification equipment. Coordination and scheduling of operational training specific to Advanced Treatment Water Facility processes with industry experts is also a key responsibility.

Responsibilities

  • Ensure all operations and maintenance practices with Critical Control Point (CCP) and Critical Operating Point (COP) analyzers are conducted.
  • Troubleshoot complex operations problems and oversee operations of pilot systems.
  • Assist with training staff at each H2.0 facility, including the H2.0 Purification Center.
  • Develop and maintain Job Hazard Analysis, SOPs, and preventative maintenance schedules.
  • Utilize SCADA system to monitor and control plant operations; investigate and respond to alarms.
  • Evaluate pilot data for optimizing performance and assist with the Pilot study program.
  • Implement or develop industry best practices for operations, maintenance, troubleshooting, and training.
  • Verify water quality data collected is accurate and address any issues with outliers.
  • Provide input on shop drawing submittals and design review for existing and future facilities.
  • Proactively acquire and maintain knowledge in the operation and troubleshooting of process analyzing equipment.

Requirements

  • High school diploma, supplemented by college-level coursework or vocational training in water, wastewater, or chemistry.
  • 8 or more years of experience in membrane treatment facilities (Reverse Osmosis, Nano-Filtration, Ultra-Filtration, and/or Microfiltration).
  • Experience in operations and maintenance directly related to membrane treatment and compliance with state laws through monthly operational reporting.
  • A valid driver's license is required prior to employment and must be maintained during employment.
  • A Florida Class 'A' Drinking Water License is strongly preferred.
  • Certification from the Southeast Desalting Association: Membrane Operator Certification (MOC) I, II, and III within 24 months of employment.
