About The Position

The Commonwealth of Pennsylvania is seeking a senior AEM Solution Architect to evaluate and transform one of its most visible digital platforms: PA.gov. The current Adobe Experience Manager (AEM as a Cloud Service) environment is highly customized, vendor-built, and not fully transparent to internal teams. This role exists to bring clarity to the architecture, identify risk versus sustainable design, and define a long-term support and governance model. This is not a maintenance role, but a platform transformation and advisory engagement. This is a high-visibility, high-impact architecture role focused on transforming a critical government platform. The ideal candidate is an AEM expert who can assess, advise, and lead, understanding both how systems are built and how they should evolve. Requirements

  • 8–10+ years in Enterprise Content Management (ECM)
  • 8–10+ years in Digital platform architecture
  • 8–10+ years in AEM or similar enterprise CMS platforms
  • Deep hands-on AEM expertise, including AEM as a Cloud Service, AEM Sites, Assets, Forms
  • Strong technical background in Java, Sling, Dispatcher, Front-end integration
  • Proven experience assessing complex, highly customized enterprise platforms
  • Proven experience identifying supportability and architecture risks
  • Proven experience working with vendor-built systems
  • Demonstrated ability to develop technical assessments and recommendations
  • Demonstrated ability to define support models and governance strategies
  • Demonstrated ability to communicate effectively with executive stakeholders
  • Experience with Confluence, SharePoint, Azure DevOps (or similar tools)

Responsibilities

  • Leading a deep architectural assessment of a complex AEM Cloud implementation
  • Identifying over-customization, technical debt, and supportability risks
  • Defining a future-state support model (internal vs vendor vs hybrid)
  • Translating technical complexity into clear executive-level recommendations
  • Guiding architecture, governance, and transition execution
  • Operating as both a hands-on architect and a strategic technical advisor to leadership
  • Evaluate the current AEM Cloud implementation (Sites, Assets, Forms)
  • Identify simplification, remediation, and stabilization strategies for over-customization, performance risks, and maintainability concerns
  • Define what work should be internal, vendor-supported, or contractor-delivered
  • Build a realistic transition plan from vendor-led to sustainable support
  • Identify required roles, skills, and team structure
  • Lead architecture design across components, templates, content models, and workflows
  • Provide guidance on security, performance, and best practices
  • Participate in code reviews and standards enforcement
  • Define architecture guardrails and governance models
  • Establish standards for customization, change management, and platform evolution
  • Advise leadership on technical debt, risk tradeoffs, and long-term platform sustainability
  • Identify gaps in existing documentation
  • Establish documentation standards
  • Ensure critical knowledge is retained internally-not vendor-dependent
  • Translate complex architecture into clear recommendations and actionable decisions
  • Support leadership, procurement, and operations teams
  • Evaluate current vendor implementation and responsibilities
  • Provide input into future SOWs, vendor scopes, and accountability models
