About the position

The Affordable Housing and Unsheltered Population Coordinator for the City of Gastonia is responsible for leading the implementation of the City's Affordable Housing Plan and managing programs related to affordable housing and unsheltered populations. This role involves coordinating with various stakeholders, including government agencies and non-profits, to address housing issues and enhance community engagement. The position requires advanced professional skills in policy development, resource allocation, and community outreach, and reports directly to the Housing and Community Engagement Director.

Responsibilities

  • Independently leads implementation of recommendations in the City of Gastonia Affordable Housing Plan and manages the City's affordable housing programs and unsheltered populations initiatives.
  • Research, analyze, interpret, and prepare studies and reports on various data related to affordable housing and homelessness; provide written analysis, evaluation, and recommendations regarding affordable housing, homelessness programs, and proposals.
  • Build strong relationships with City and County officials, departments, and the community, including government agencies, schools, labor organizations, non-profits, and businesses, regarding issues of affordable housing and unsheltered populations; make recommendations for affordable housing and unsheltered populations.
  • Make presentations to the City Council and other business entities regarding affordable housing and unsheltered populations; facilitate and represent the Department at meetings with members of the business community and the general public.
  • Recommends policy approach, develops programs, and identifies strategies to ensure successful implementation of affordable housing/unsheltered populations initiatives as well as work with Community Development/CDBG activities.
  • Serves as staff to committees, commissions, and task forces when needed; including serving as the primary staff to the Affordable Housing Advisory Board.
  • Manage contracts and agreements, as applicable, with consultants and partners.
  • Conduct community outreach and engagement that will include evening meetings and occasional weekends.
  • Research and prepare grant funding applications and proposals.
  • Plans leads, and participates in workshops, meetings, and public hearings to explain affordable housing and unsheltered populations proposals; answers citizen questions concerning plans and problems; makes various presentations of staff recommendations and possible scenarios.
  • Provide staff support to the Assistant City Manager and Department Director as needed; Collaborate with interdepartmental team members to implement other special projects, plans, policies, and grants related to affordable housing and unsheltered populations.

Requirements

  • Bachelor's degree in public administration, business administration, urban and regional planning, or related field.
  • Considerable experience in housing affordability, working with individuals and families at risk of homelessness, CDBG administration, and public policy.
  • Comprehensive knowledge of the principles, practices, and techniques of housing of federal housing programs including CDBG and HOME Investment Partnerships Programs.
  • Ability to plan, organize, and carry out complex research projects effectively and simultaneously.
  • Thorough knowledge of local, state, and federal laws, regulations, zoning, land use, and other ordinances and codes.
  • Skill in collaborative conflict resolution and establishing effective working relationships with community groups and officials.

  • Strong communication skills for public presentations and community engagement.
