About the position

The Affordable Housing Development Program Manager at the City of Bellevue is responsible for advancing the city's Affordable Housing Strategy, focusing on increasing the production and preservation of affordable housing. This role involves overseeing housing-related developments, managing relationships with various stakeholders, and ensuring effective coordination of housing programs to maximize community outcomes.

Responsibilities

  • Oversee and manage the affordable housing development process, including feasibility analysis and due diligence.
  • Prepare Request for Proposal (RFP) solicitations and coordinate with City leadership and advisory boards.
  • Establish strategic direction for the expenditure of the City's affordable housing fund.
  • Maintain familiarity with housing programs, funding sources, and regulations; ensure compliance and identify grant opportunities.
  • Collaborate with government agencies and organizations to expand affordable housing resources.
  • Maintain records and prepare reports on program/project achievements and outcomes.
  • Assist with other City housing programs and special projects as needed.
  • Communicate effectively with peers, City Council, and stakeholders to advance understanding of financing tools.
  • Evaluate program/project accomplishments and make recommendations for improvement.
  • Provide advice and assistance in areas of contract management.

Requirements

  • Graduation from an accredited four-year college or university with a degree in economics, business, public administration, urban planning, or related field.
  • Five or more years of progressively responsible experience related to housing development.
  • Knowledge of principles and practices of residential and mixed-use real estate development.
  • Experience in project management, including planning, scheduling, and monitoring.
  • Strong technical skills using the MS Office suite, especially Excel for financial modeling.
  • Ability to navigate the City's political environment and function effectively within it.
  • Skill in researching complex real estate development issues and conducting financial studies.
  • Ability to prepare financial reports and deliver presentations to senior management.
