About the position

The Agency Deputy Chief Equal Opportunity Officer (ADEOO) for NYCT plays a pivotal role in ensuring compliance with various civil rights laws and regulations, including Title VI, Equal Employment Opportunity (EEO), Environmental Justice, and Limited English Proficiency (LEP). Reporting directly to the Agency Chief Equal Opportunity Officer, the ADEOO is tasked with evaluating the agency's policies and practices to promote equity, access, and inclusion within the workforce and services provided by the agency. This position is essential in monitoring and administering the agency's nondiscrimination programs, ensuring they are updated and approved by management, and submitted to the Federal Transit Administration in a timely manner. The ADEOO will facilitate collaboration among various stakeholders, both within the agency and across other agencies, to gather data, share program statuses, and ensure that all personnel are informed of their roles in supporting the agency's commitment to equal opportunity. This includes analyzing statistical data to identify potential disparities in treatment or impact and recommending strategies to mitigate these issues. The role also involves working closely with multiple departments, including Capital Programs, Planning, and Human Resources, to ensure that all levels of staff are aware of and adhere to the agency's EEO, Title VI, Environmental Justice, and LEP programs. In addition to compliance and monitoring responsibilities, the ADEOO will assist in the development and implementation of the agency's EEO program and related initiatives. This includes collecting and analyzing employment data, setting goals, and ensuring diverse representation in planning processes. The ADEOO will also be responsible for training and educating staff on EEO and Title VI policies, ensuring that all employees understand the agency's nondiscrimination plan and their responsibilities within it. Overall, the ADEOO is a key leader in fostering an inclusive and equitable work environment within the agency.

Responsibilities

  • Select, develop, and motivate personnel within the department.
  • Provide career development for subordinates and effective coaching and counseling.
  • Review performance of staff and create a professional environment that respects individual differences.
  • Ensure all nondiscrimination programs are updated and approved by management.
  • Facilitate conversations with intra-agency and cross-agency stakeholders.
  • Evaluate statistical data and trends relevant to Equal Opportunity compliance.
  • Work closely with various departments to ensure understanding of EEO, Title VI, Environmental Justice, and LEP programs.
  • Assist with the development and implementation of the Agency EEO Program and related initiatives.
  • Monitor and track EEO and Title VI investigative reports.
  • Ensure required EEO, Title VI, and LEP communications are disseminated internally and externally.
  • Assist with the development of training for managers and staff regarding EEO and Title VI.

Requirements

  • BA/BS Degree in HR, Public Administration, Planning, or a related major from an accredited college or university.
  • Minimum of ten (10) years of progressively responsible experience in HR and/or civil rights programs, including EEO and Affirmative Action.
  • At least 4 years in a department head role in a large organization or governmental body.
  • Strong knowledge of Federal, State, city, and local laws governing nondiscrimination.
  • Demonstrated experience in developing and implementing EEO/Affirmative Action programs.
  • Strong analytical thinking and problem-solving skills.
  • Excellent communication and interpersonal skills.

Nice-to-haves

  • Master's degree in a related field.
  • Familiarity with the MTA's policies and procedures.
  • Familiarity with the MTA's collective bargaining procedures.

Benefits

  • Eligible for telework one day per week after 30 days of hire.
  • Competitive salary range of $145,000 to $155,000.
