About the position

The Agreements Manager is a senior-level position responsible for designing, preparing, and coordinating contracts and grants at a state or department level. This role involves providing technical assistance and expert consultation on compliance with federal, state, and departmental requirements, as well as monitoring contractor performance and ensuring fiscal control. The position may also include supervisory responsibilities over subordinate staff.

Responsibilities

  • Design, formulate, prepare, process, and coordinate contracts and grants.
  • Provide technical assistance and expert consultation on grants and contracts.
  • Review federal, state, department, and division requirements to ensure compliance.
  • Monitor and analyze the performance of contractors.
  • Ensure proper fiscal control and integrity of data.
  • Write, review, and negotiate grants, contracts, and agreements.
  • Meet with management, users, and contract providers to resolve issues and coordinate services.
  • Monitor agency or program budget including revenues, expenditures, and budget projections.

Requirements

  • Senior-level experience in contract management and grants administration.
  • Strong understanding of federal and state laws and regulations related to contracts and grants.
  • Experience in fiscal operations and budget management.
  • Ability to provide technical assistance and contract interpretation.

Nice-to-haves

  • Experience in supervising subordinate staff.
  • Knowledge of the Utah Retirement Systems and public employee health programs.
