About the position

The Budget Analyst position at Midland Independent School District is responsible for providing budgetary analysis and accounting support to the district at both campus and department levels. This role involves ensuring compliance with local, state, and federal requirements, assisting in the preparation of annual budgets, and analyzing budget trends to recommend appropriate actions. The analyst will work closely with various district staff to maintain accurate budget development and account coding, while also supporting financial training programs for district personnel.

Responsibilities

  • Work closely with District campus and department Budget Managers to ensure accuracy of budget development and account coding as per TEA requirements.
  • Ensure compliance with local, state, and federal requirements.
  • Monitor the payroll budget and submission of budget transfers in collaboration with Human Resources Position Management.
  • Analyze and monitor monthly budget printouts and reports for trends and areas of concern, recommending appropriate transfers.
  • Monitor Board reported funds periodically to ensure compliance with established policies and budget limitations.
  • Coordinate and distribute reports for account code/funding review as needed.
  • Assist in the preparation of annual budgets in accordance with District and TEA budgeting requirements.
  • Prepare historical and analytical data to determine budgetary and personnel trends/needs.
  • Assist in the preparation of budgets for presentation to the Board of Trustees.
  • Develop and deliver continuous financial training programs for all District personnel.
  • Assist campus/unit personnel with identification of accounts to ensure compliance with TEA.
  • Coordinate and prepare divisional financial performance reports.
  • Record, store, and analyze information using accounting software.
  • Ensure that business operations support District goals and objectives.
  • Perform other duties as assigned by the Director of Budget and Executive Director of Finance.

Requirements

  • Bachelor's degree in accounting or finance-related field.
  • One year of accounting or budgetary experience.
  • Technical knowledge of school finance, budgeting, and accounting systems.
  • Ability to analyze and evaluate accounting problems, develop data, and recommend improvements.
  • Strong communication, public relations, and interpersonal skills.
  • Ability to use software to develop complex accounting reports, spreadsheets, and databases.
  • Ability to interpret policy, procedures, and data.

Nice-to-haves

  • Experience managing accounting-related projects for other organizations.
  • Working knowledge of data processing systems and financial applications.
