About the position

The Analyst position within the Department of Education (DOE) Revenue Unit at the Office of Management and Budget (OMB) involves assisting in the preparation and management of the DOE's annual revenue budget. This role is crucial for ensuring accurate financial reporting and analysis, monitoring revenue streams, and supporting the financial operations of the DOE, which serves over one million students in New York City.

Responsibilities

  • Help prepare the DOE's annual revenue budget, including evaluating revenue-related requests and developing recommendations.
  • Enter revenue budget actions into the City's financial management system and ensure accuracy.
  • Analyze monthly cash flow actuals and create a cash flow plan to meet revenue budget goals.
  • Prepare technical financial reports to project anticipated annual revenues.
  • Organize and manipulate data to perform analyses for accurate revenue forecasting.
  • Monitor claims/bills processed and outstanding receivables, identifying and explaining revenue variances.
  • Review and analyze legislation, budget processes, and policy proposals affecting the revenue budget.
  • Create documents containing financial information and recommendations for action.
  • Assist other Units in the Education Task Force and work on special or ad-hoc projects as needed.

Requirements

  • Bachelor's degree in Business, Finance, Economics, Public Policy Analysis/Administration, or a related field with no or one year of relevant experience for Assistant Analyst role.
  • Bachelor's degree in the same fields with a minimum of two years of relevant experience or a Master's degree for Analyst role.
  • Strong computer technology skills, including proficiency in Microsoft Office (Word, Excel, Access, PowerPoint).
  • Excellent analytical skills and attention to detail.
  • Strong process, project, and time management skills.
  • Excellent written and spoken communication skills.
  • Strong interpersonal skills, including conflict management.

Nice-to-haves

  • Experience with budgetary planning and management.
  • Familiarity with public policy analysis and administration.
