About the position

The Analyst II-Environmental Engineering role at Windstream Communications involves ensuring compliance with environmental and historical preservation regulations. The position requires a solid understanding of various federal rules and regulations, including NEPA and the Clean Water Act, and entails providing guidance to internal teams and managing third-party environmental firms. The analyst will work closely with multiple departments to address environmental and historical compliance for federally funded projects, ensuring that all necessary permits and regulations are adhered to.

Responsibilities

  • Understand the National Environmental Policy Act (NEPA).
  • Research and provide guidance on federal rules and regulations governing environmental and historical issues.
  • Manage third-party environmental firms to ensure compliance with regulations.
  • Handle and process Federal Special Use Permits for various federal lands.
  • Assist with environmental and historical compliance projects for federally funded initiatives.
  • Collaborate with planning, engineering, and construction departments on design changes related to environmental reviews.
  • Obtain cost estimates and issue purchase orders for necessary work.
  • Handle Antenna Structure Registrations (ASR) for towers.
  • Provide guidance to directors and VPs in various departments regarding environmental compliance.

Requirements

  • Engineering degree.
  • At least 1 year of experience with NEPA for wireless and broadband projects.
  • At least 1 year of experience working with environmental and historical rules governing federal and state projects.
  • Knowledge of Federal Special Use Permit requests.
  • Working knowledge of various environmental databases and sources.

Nice-to-haves

  • Understanding of NTIA's RED Book regarding spectrum rules and regulations.
  • Understanding of FAA rules governing obstruction and requirements for marking, lighting, and alarming.
  • Familiarity with the NOTAM process and CBRS spectrum requirements.
