About the position

The Analyst, IT Licensing and Contracts position at San Jacinto College involves reviewing, negotiating, and managing IT contracts to ensure compliance and optimize costs. The role focuses on developing contract templates, resolving disputes, and managing software licenses while collaborating with various departments to align contract language with the College's objectives.

Responsibilities

  • Read, review, and suggest changes to IT contracts.
  • Assist with negotiation strategy for large and complex contracts.
  • Coordinate contract issues through collaboration with appropriate leaders or College departments.
  • Perform contract budgetary forecasts.
  • Assist with negotiations of appropriate terms and conditions.
  • Support dispute resolution and audit defense initiatives.
  • Manage the administration of IT agreements and contracts, including developing templates and maintaining a centralized repository.
  • Develop, manage, and communicate IT contract standards.
  • Develop financial forecasts against IT department agreements for budgetary analysis.
  • Track, review, and manage renewals of IT purchasing agreements, SOWs, NDAs, consulting agreements, amendments, renewals, and change orders.
  • Meet with Vice Presidents, Directors, and Managers to discuss IT contracts.
  • Verify and document software license rules and entitlements.
  • Recommend alternative contract language to resolve complex licensing rules.
  • Track, reconcile, and monitor software compliance and utilization.
  • Manage enterprise license true-up and reconciliation as needed.
  • Manage software risk with a focus on compliance and cost optimization for on-premises and SaaS applications.
  • Provide recommendations on terms and conditions of licensing agreements.
  • Work collaboratively with the Purchasing Department's Contract Administrator and Legal to ensure contract language is in the best interest of the College.
  • Develop and execute a continuous improvement process focused on software license contract management.

Requirements

  • Bachelor's degree in business or information technology.
  • 4 or more years of experience in procurement and contract administration related to solicitation, negotiation, and award of contracts, preferably in IT or public sector environments.
  • Experience with software license entitlement/deployment reconciliation.
  • Experience executing negotiations, especially related to license agreements and pricing vehicles.

Nice-to-haves

  • Master's degree or MBA with a specialization in contracts.
  • Experience in Higher Education.
  • Experience working with Ellucian's Banner Finance module.
  • Experience reading and interpreting license agreements for Microsoft, Oracle, and Adobe.
  • Experience with software discovery tools, Microsoft SCCM, and IT ticketing systems.
