About the position

The Mayor's Office of Contract Services (MOCS) is a pivotal oversight and service agency in New York City, responsible for managing procurement processes citywide. This role involves overseeing the planning and release of agency solicitations, as well as the payment of vendors. MOCS plays a crucial role in ensuring that the procurement process is fair, transparent, efficient, and cost-effective, handling billions in products and services annually from a diverse pool of vendors across various industries. The agency aims to simplify the business process through the use of advanced technology tools, enhance transparency by publishing enriched data, and strengthen procurement operations by providing direct assistance and resources to all stakeholders involved. MOCS operates in a collaborative and service-oriented environment, where flexibility and results-driven performance are highly valued. Analysts within the agency are tasked with a range of defined responsibilities assigned by supervisors, and they are expected to deliver timely and high-quality work products. Continuous improvement and proactive engagement in deepening knowledge of procurement and government operations are essential aspects of the role. Analysts will utilize modern technology, software, and hardware to fulfill their daily duties, collaborate with team members on projects, maintain and analyze operational data, and interact with external stakeholders. The Procurement Operations Division is dedicated to optimizing the procurement process by onboarding City Agencies and vendors, including nonprofits and Minority Women-owned Business Enterprises, to the Procurement and Sourcing Solutions Portal (PASSPort). This division supports policy initiatives aimed at fostering a fair, responsible, and timely procurement process while facilitating sourcing, contracting, and financial transactions, along with customer support. Analysts will engage in compliance and advisory services, design support, engagement support, materials development, and special projects, contributing to the overall mission of MOCS.

Responsibilities

  • Review and assess complex and diverse procurement submissions of assigned City agencies, including pre-solicitation reviews, contract awards, and budget configurations; making recommendations for approval and/or follow-up actions.
  • Evaluate and assess procurement documents for compliance with the City Charter, Procurement Policy Board rules, Comptroller's Directives, and Mayor's Office of Contracts policies and procedures.
  • Assist with solicitation development, including protocol development, solicitation document drafting, copyediting, and system configuration; and pre- and post-solicitation review.
  • Support the design and implementation of system releases for the Procurement and Sourcing Solutions Portal (PASSPort) application.
  • Work with the technical team and systems integrator to improve the PASSPort and HHS Accelerator applications through user engagement and feedback.
  • Support business process reengineering and technology development to enhance the procurement process.
  • Act as a liaison and provide customer assistance, guidance, and support in the timeliness of procurement actions to key Agency procurement staff.
  • Collect and analyze feedback, emphasizing the behavioral experience of stakeholders.
  • Facilitate change management, technical troubleshooting, and system guidance of the PASSPort system to City Agencies.
  • Assist in the development of tools and resources, including guides, job aids, and templates for citywide replication.
  • Engage in ongoing professional development to strengthen skills and increase knowledge in procurement, technology, government operations, public policy, and change management.
  • Participate in cross-division and cross-agency projects, including vendor and procurement management activities.

Requirements

  • Graduation from an accredited college with a baccalaureate degree; or
  • Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
  • A four-year high school diploma or its educational equivalent plus four years of experience as described above; or
  • A satisfactory equivalent combination of education and experience.
