About the position

The Senior Financial Bond Analyst at Fort Bend ISD is responsible for overseeing the financial management of the District's bond funds. This role ensures compliance with regulations and alignment with the District's mission while maintaining accounting systems, performing cash flow analysis, managing bond budgets, preparing financial reports, and assisting with procurement processes. The position plays a crucial role in ensuring financial stability and effective execution of bond projects.

Responsibilities

  • Develop and maintain accounting and reporting systems for Bond funds and drawdowns.
  • Collaborate with Design and Construction to identify internal control processes and reconcile Bond's financial assets.
  • Ensure compliance with local, state, and federal laws related to bond expenditures.
  • Provide cash flow analysis for capital accounts and other analytical reports as needed.
  • Work with the District Treasurer on investment management for Bond funds.
  • Prepare comprehensive Bond Project Reports, updating budgets with encumbrances and actuals monthly.
  • Prepare and present bond information to internal stakeholders, public committees, and the board of trustees.
  • Assist in developing and managing the District's multi-year Bond project budgets.
  • Evaluate inflationary impacts on bond projects and provide real-time budget data for capital projects.
  • Conduct technical analyses and report preparation on Bond projects to ensure financial stability and adherence to applicable requirements.
  • Assist with bond-related procurement and purchasing, tracking change orders, requisitions, and payments.
  • Negotiate contracts and leases for the District with assistance from the Purchasing and Materials Management department.
  • Maintain oversight for budget and actual transactions in bond funds and prepare fund reconciliations as needed.

Requirements

  • Bachelor's degree in finance, accounting, political science, economics, statistics, or related field.
  • Master's degree preferred.
  • Certified Government Finance Officer certification.
  • Registered TX School Business Administrator certification.
  • Minimum of 5 years of experience with financial and capital project planning.
  • Ability to establish and maintain effective working relationships with departmental staff and budget holders.
  • Effective oral and written communication skills.
  • Demonstrated knowledge of research techniques, statistical gathering, and analysis.
  • Knowledge of budget analysis and control principles and practices.
  • Knowledge of key productivity indicators and fiscal impact analysis techniques.
  • Knowledge of government structure and leadership.
  • Knowledge of project management and problem-solving techniques.
  • Ability to analyze, interpret, and evaluate reports and data.
  • Self-disciplined with the ability to work with minimal supervision in a fast-paced environment.
  • Ability to organize workload to meet deadlines and handle multiple tasks simultaneously.
  • Thorough knowledge of computer spreadsheet programs; PeopleSoft Financial Application experience preferred.
