Systems Planning and Analysis, Inc. (SPA) is seeking a Program Analyst to support the AUKUS Nuclear Powered Submarine governance team, located at the Navy Yard in Washington, DC. This position is part of SPA's Sea Land Air (SLA) Division, which provides high-impact technical solutions to complex national security issues. The SLA Division supports a diverse portfolio of national security government clients, including the Undersea Enterprise, the Navy Surface Community, the Navy MPTE Enterprise, the Army, DoD Agencies, DARPA, OSD, and international clients such as the Canadian Navy and Australian Defense Force. The primary objective of this role is to provide timely, objective, and analytic assessments that integrate policy, operational, technical, programmatic, and acquisition aspects of our clients' challenges. As a Program Analyst, you will be responsible for supporting the NAVSEA AUKUS program within Team Submarine, which is tasked with integrated support to the Australian Nuclear Powered Submarine initiative via the AUKUS Portfolio Office, a trilateral decision support organization. Your responsibilities will include developing new processes and approaches to novel trilateral program management, organizing and supporting senior-level trilateral governance meetings, tracking high-visibility action items, monitoring program status and acquisition efforts, coordinating program-wide initiatives and actions, and developing and implementing knowledge management systems (KMS) to provide a centralized place for information storage and access. This role requires identifying and archiving key decisions and associated rationale, technical baselines, resource allocations, staffing, and lessons learned across various levels of classification. The ideal candidate will demonstrate strong organizational skills, attention to detail, and the ability to work effectively in a fast-paced environment. Exceptional communication and interpersonal skills are essential, along with a proactive approach to problem-solving and process improvement.
