About the position

The Appeals Referee position within the Division of Employment Security is responsible for conducting hearings and delivering decisions on appeals related to unemployment insurance claims. This role requires presiding over quasi-judicial evidentiary hearings, ensuring a fair process for all parties involved, and applying relevant laws and regulations to reach final agency decisions. The position may offer a hybrid work schedule, allowing for both in-office and remote work depending on management approval.

Responsibilities

• Schedule and conduct hearings regarding appeals of adjudicated Unemployment Insurance claims.
• Deliver decisions to claimants and employers on contested cases for unemployment insurance benefits.
• Apply Division of Employment Security (DES) law, rules, and applicable case law in drafting orders and decisions.
• Respond to and rule on preliminary motions in accordance with DES rules and applicable case law.
• Preside over quasi-judicial evidentiary hearings on contested claims for Unemployment Insurance benefits and UI fraud.
• Provide professional customer service to hearing parties, witnesses, and legal representatives.

Requirements

• Juris Doctor from an appropriately accredited institution.
• Active license to practice law in North Carolina.
• Basic knowledge of the principles and practices of administrative law.
• Ability to interpret laws, rules, regulations, and court decisions.
• Ability to analyze facts, evidence, and legal documents.
• Ability to express legal interpretations or conclusions clearly and logically in oral and written form.
• Ability to maintain effective working relationships with the public and other persons contacted in the course of work.
