About the position

The Application Developer/Analyst position at the Department for Aging and Rehabilitative Services (DARS) involves providing IT services to support the department's functional programs and the Disability Services Agencies (DSA). The role focuses on consulting, designing, developing, and maintaining applications to meet user requirements, ensuring compliance with relevant standards and policies, and collaborating with the DSA IT Lead Developer to achieve strategic objectives.

Responsibilities

  • Consult, design, develop, and maintain applications to meet user requirements.
  • Provide technology services in support of DSA's strategic goals and initiatives.
  • Assist the DSA IT Lead Developer with managing applications and systems development activities.
  • Ensure compliance with VITA standards and state and federal statutes regarding data security and IT systems administration.
  • Establish current and long-range objectives, plans, and policies for applications and systems development.

Requirements

  • Training in Information Systems, Information Technology, Computer Science, or equivalent experience.
  • Extensive experience with HTML, CSS, JavaScript, VB.NET, ASP.NET Web forms, SQL Server Database, and TSQL.
  • Extensive experience with Modern Programming Techniques and Tools.
  • Extensive experience with Accessibility Standards (e.g., 508 and WCAG).
  • Extensive experience with SDLC and Reporting tools.
  • Excellent verbal and written communication and interpersonal skills.

Nice-to-haves

  • Full-stack development experience (e.g., BootStrap, Jquery, C#, ASP.NET MVC, ASP.NET CORE).
  • Experience with Commonwealth of Virginia Security and Risk Management and NIST Security Standards.
  • Some experience with Document Imaging (e.g., Docfinity) and Power Shell.
  • Experience with Sharepoint and DevOps.
  • Some experience with cloud solutions (AWS, Azure).
