About the position

The Office of Information Technology (OIT) at Rutgers University is seeking an Application Developer II to provide analytical and programming support for the Financial Aid/Enrollment management and other university administrative and academic offices. This role is crucial as it serves as one of the primary system administrators for the enterprise Oracle Student Financial Planning (OSFP) environment. The successful candidate will work under the direction of a Project Manager/Associate Director for Enterprise Application Services (EAS) and will be responsible for managing system upgrades, user account maintenance, and assisting with the training of new users. The position requires collaboration with the institutional management team to establish processes that support administrative, development, and change management activities. Additionally, the developer will work closely with the user community to define and document development requirements, coordinate the evaluation and completion of new development requests, and perform other related duties as assigned. This position is full-time and may offer a hybrid work arrangement, subject to approval and contingent on the university's flexible work policy. The role is exempt from the Fair Labor Standards Act (FLSA) and is classified under grade 30S. The salary range for this position is competitive, with an annual minimum salary of $87,284 and a maximum of $125,233, depending on experience and qualifications. The OIT team is dedicated to advancing Rutgers' missions of teaching, research, and service, and the Application Developer II will play a vital role in supporting these initiatives through effective application development and system administration.

Responsibilities

  • Assists in managing necessary system upgrades in all OSFP environments and testing all impacted areas and workflows.
  • Performs basic administrative functions including user account maintenance, reports and dashboards, workflows, and other routine tasks.
  • Works with the institutional management team to establish suitable processes to support administrative, development, and change management activities.
  • Assists in training new users and growing the OSFP skill set across the organization.
  • Collaborates with members of the user community to define and document development requirements.
  • Assists in coordinating the evaluation, scope, and completion of new development requests.
  • Performs other related duties as assigned.

Requirements

  • A bachelor's degree or equivalent combination of education and experience.
  • Five years of relevant experience in the development of web and database applications using Java.
  • Three years of relevant experience in ETL processes using PL/SQL.
  • Experience with SQL database technologies (Oracle), syntax, and principles.
  • Experience with leveraging application programming interfaces (APIs) to support and enhance applications.
  • Understanding of the platform, with the ability to build custom apps and objects, formula fields, workflows, custom views, and other content of intermediate complexity.
  • Experience with GITlab, PL/SQL, and Groovy Scripting or JAVA.
  • Experience with ETL tools and Reporting tools.
  • Ability to assist with the assessment of the impact of new requirements and all upstream and downstream applications, systems, and processes.
  • Demonstrated ability to meet deadlines, handle and prioritize simultaneous requests, and manage laterally and upwards.
  • Ability to work with changing priorities and with multiple projects.

Nice-to-haves

  • OSFP/Oracle Cloud Admin certified preferred.
  • Relevant system administration experience with cloud applications.
  • Proven ability to design and implement new processes and facilitate user adoption.
  • Strong data management abilities.
  • Strong understanding of Higher Education related processes and systems.
  • A documented history of successfully driving projects to completion.
  • A demonstrated ability to understand and articulate complex requirements.
