About the position

The Application Developer III position at the South Carolina Department of Motor Vehicles (SCDMV) is a full-time role focused on providing technical solutions and leadership in programming activities. The ideal candidate will work collaboratively across departments to manage network systems and operations, ensuring excellent customer service and teamwork. This hands-on role involves independent coding, testing, and debugging of DMV computer systems, particularly the Phoenix motor vehicle administration system, while also providing guidance and support to other team members.

Responsibilities

  • Provide technical solutions and advice in programming activities.
  • Perform research and analysis for project proposals and software modifications.
  • Provide senior level leadership for the Phoenix applications in web and client development.
  • Work with various stakeholders to design and develop solutions for existing problems.
  • Independently code, test, debug, and implement enhancements to DMV computer systems.
  • Formulate and define system scope and objectives through research and fact-finding.
  • Assess design options and technical requirements for applications.
  • Promote positive teamwork and productivity within the team.
  • Provide after-hours batch support of production jobs on a rotating schedule.

Requirements

  • A high school diploma and at least five years of professional work experience in system program modification and maintenance, or an associate/bachelor's degree in a related field may substitute for experience.
  • Senior level experience in application development using SQL, VB.NET, C#, XML, HTML, Java, MVC, and CSS.
  • Thorough knowledge of XML, SOAP, and REST Web Services.
  • Recent experience with IIS for Windows 11, MS Server 2019 or higher, .Net Framework 4.6 or higher, and Visual Studio 2022.
  • Experience using Oracle 19c or higher and SQL Server 2019 databases.
  • Senior level knowledge of SQL and PL/SQL.
