About the position

The Application Developer Specialist position within the Department of Technology, Management and Budget (DTMB) is focused on application development and project management. The role involves designing, developing, testing, and enhancing software solutions that support state agency operations. The specialist will lead application development projects, mentor team members, and ensure effective communication with clients and stakeholders. This position requires a strong understanding of IT infrastructure and application development processes, as well as the ability to work collaboratively in a hybrid work environment.

Responsibilities

  • Design, develop, and test software applications and databases.
  • Lead application development projects to meet the goals of the DTMB.
  • Provide guidance and mentoring to less experienced analysts.
  • Document technical architecture and software solutions.
  • Collaborate with team members and clients to resolve issues and implement effective solutions.
  • Oversee the work of team members, including state employees and contractors.

Requirements

  • Bachelor's degree with at least 21 semester credits in computer science, IT project management, or related fields.
  • Three years of professional experience in IT infrastructure or programming, or equivalent experience.
  • Strong knowledge of the software development lifecycle (SDLC).
  • Excellent communication skills for reporting and documentation.

Nice-to-haves

  • Experience with public health IT applications.
  • Project management certification or experience.
  • Familiarity with procurement systems and enterprise forms automation.
