About the position

The City of Irvine is seeking a creative Application Developer to join its Information Technology division. This role is pivotal in designing and coding functional software programs and applications that serve various departments within the city. The Application Developer will be responsible for administering, configuring, monitoring, and troubleshooting enterprise systems, ensuring that both server and client-side processes run smoothly. In this position, the developer will also manage relational databases and reporting, evaluate and recommend well-designed code that adheres to best practices and industry standards, and ensure compatibility across all devices. The role involves integrating third-party software and data from various back-end services, performing unit and integration testing, and maintaining existing application functionality. Additionally, the developer will be tasked with creating quality technical documentation and providing guidance on a wide range of IT issues. Staying current with industry trends and emerging technologies is essential to ensure that the applications remain competitive and effective. Responsibilities

  • Administer, configure, monitor, and troubleshoot enterprise systems and related server and client-side processes.
  • Administer relational databases and reporting.
  • Evaluate, develop, and recommend well-designed code using best practices and industry standards.
  • Integrate third-party software and data from various back-end services, databases, and sources.
  • Perform unit and integration testing.
  • Troubleshoot, debug, maintain, and improve existing application functionality and code.
  • Develop quality technical documentation on processes, solutions, and programs.
  • Provide advice and guidance on a wide range of IT issues.
  • Keep abreast of latest industry trends and emerging technologies.

Requirements

  • Bachelor's degree in Computer Science or closely related field.
  • Five (5) years of information technology experience, with at least one year in a lead or expert capacity.
  • Strong analytical thinker with excellent troubleshooting and creative problem-solving skills.
  • Excellent verbal and written communication skills.
  • Exceptional customer service skills.
  • Ability to manage a project from initiation to close.
  • Experience with ServiceNow administration and development.
  • Experience with Workday administration and development.
  • Experience using application development tools such as MS Visual Studio, Postman, GitHub, or MS Dev Ops.
  • Extensive knowledge of programming languages and web services including API, PHP, C#, .NET Core, CSS, HTML, HTML5, JavaScript, jQuery, REST, SOAP, Python, and web user interface design.
  • Knowledge of database design, best practices, and structured query language.
  • Proficiency with Web Content Management Systems such as Drupal and WordPress.
  • Proficiency in Git or DevOps for version control, merging code, managing branches and releases.
  • Experience with Windows and Linux environments.
  • Knowledge of cloud architecture, software design, and programming principles.
