About the position

The Application Development Expert will play a crucial role in supporting one of the largest water and wastewater utilities in the United States by leading the development and maintenance of GIS applications. This position is essential for optimizing platforms that support the organization's daily and strategic operations, ensuring the utility can effectively serve over two million residents in Maryland.

Responsibilities

• Lead the development and maintenance of GIS applications, integrations, web map services, and optimize platforms to support the organization's daily and strategic operations.
• Translate business requirements into actionable technical solutions using best practices in application design and development.
• Provide expert leadership for a robust GIS program comprising over 15 applications and hundreds of daily users across multiple departments.
• Collaborate with internal stakeholders to identify requirements and enhance end-to-end business processes through technology.
• Troubleshoot and resolve production issues within agreed SLA metrics, ensuring operational continuity.
• Ensure system security compliance by working with IT security teams and external vendors.
• Prepare and update architecture and design documentation for GIS systems to support the utility's mission of delivering safe, sustainable water and wastewater services.

Requirements

• Bachelor's Degree in a related field is required; advanced degrees (Master's or Ph.D.) are preferred.
• Demonstrated expertise in managing complex, multi-stakeholder IT initiatives.
• Strong verbal and written communication skills.
• Experience with test-driven development methodologies.
• At least 10 years of senior-level technical experience in the IT-GIS domain.
• Proficiency in ESRI GIS tools, JavaScript, SQL, Oracle databases, Point, ServiceNow, and the MS Office Suite.
