About the position

The Application Development & PMO Manager (Information Technology Manager 2) at the Department of Administrative Services (DAS) is responsible for leading the DAS IT Application Development Team and Project Management Office (PMO). This role focuses on ensuring the high availability, performance, and optimization of DAS IT application systems, as well as the timely delivery of large-scale IT systems that provide business value. The manager will oversee a hybrid workforce and utilize various methodologies to ensure successful implementations, while also driving organizational initiatives to enhance efficiency and effectiveness within the department.

Responsibilities

  • Lead the DAS IT Application Development Team and Project Management Office (PMO).
  • Ensure high availability, performance, and optimization of DAS IT application systems.
  • Oversee the timely delivery of large-scale IT systems that provide business value.
  • Manage a hybrid workforce and utilize various methodologies for successful implementations.
  • Drive organizational initiatives aimed at enhancing efficiency and effectiveness.

Requirements

  • Six years of supervision, management, or progressively related experience in IT Application resource management, IT program development, and IT project delivery; OR three years of related experience and a bachelor's degree in Information Technology or Computer Science.
  • Expert knowledge of IT best practices, policies, and regulations in enterprise IT management.
  • Experience managing diverse technical teams and various project management methodologies (e.g., Agile, Waterfall, Scrum).
  • Ability to develop IT tactical plans, roadmaps, policies, and procedures with an understanding of programming, computer science, and digital security.
  • Demonstrated expertise in IT framework practices such as ITIL Design or COBIT certification.

  • Experience in developing and documenting engineering and configuration standards.
  • Ability to perform root cause analysis and drive corrective actions across organizations.
  • Advanced leadership and conflict management skills in IT staff supervision and program management.
