About the position

The Pennsylvania Liquor Control Board (PLCB) is seeking a highly motivated IT professional to join their team as an Applications Developer 2. This role is crucial in supporting a $2.5 billion retail operation that encompasses over 600 Fine Wine and Good Spirits retail locations, along with several wholesale locations. The successful candidate will be responsible for the independent analysis, design, planning, development, testing, maintenance, and documentation of significant components of the PLCB's ERP system, specifically the CFIN and MFCS applications. The ideal candidate should possess a strong understanding of financial systems, including general ledger accounts, financial postings, and the month-end and year-end accounting processes. This position offers a unique opportunity to contribute to the transformation of the agency's business processes as it transitions to the latest version of Oracle applications in the cloud over the next three years. As an Applications Developer 2, you will engage in a wide range of complex and highly technical support activities, collaborating with various teams including the PLCB POS Team, Chief of Financial Operations, Office of the Budget Comptroller Operations, the Treasury Department, and financial institutions involved in funds management. Your responsibilities will include establishing and prioritizing work assignments, implementing controls and procedures to ensure that responsibilities, goals, and objectives are met efficiently and effectively. You will also serve as the primary point of contact for Retail Sales Audit (RESA), Cash Management (CM), Accounts Receivable (AR), and General Ledger (GL). This role not only allows you to support current applications but also to play a pivotal role in the agency's transition to new cloud-based solutions, making it an exciting time to join the PLCB.

Responsibilities

  • Plan, coordinate, and perform complex technical support activities.
  • Interact with Project Team staff and various departments including financial institutions.
  • Establish and prioritize work assignments for the team.
  • Implement controls and procedures to ensure efficient and effective operations.
  • Serve as the point of contact for Retail Sales Audit (RESA), Cash Management (CM), Accounts Receivable (AR), and General Ledger (GL).
  • Support the transition to the latest version of Oracle applications in the cloud.

Requirements

  • One year as an Applications Developer 1 or Computer Programmer 3; or
  • Four years of information technology experience including two years in applications development or maintenance; or
  • Two years of information technology experience in applications development or maintenance, and an associate's degree in any IT field; or
  • A bachelor's degree in any information technology field.

Nice-to-haves

  • Knowledge of financial systems and accounting processes.
  • Experience with Oracle applications.
