About the position

A&T Systems and the Maryland Department of Health are seeking an experienced Applications Developer Expert to join our IT team. The successful candidate will be responsible for designing, developing, and implementing complex applications to support the department's mission to promote health and improve well-being for all Maryland residents. This role requires a deep understanding of application development processes and the ability to work collaboratively with various stakeholders to ensure that the applications meet user needs and regulatory requirements. The Applications Developer Expert will play a crucial role in enhancing the department's technological capabilities and ensuring that the applications are secure, efficient, and user-friendly. The Applications Developer Expert will engage in various responsibilities, including application development, system integration, and providing technical leadership to junior developers. The candidate will be expected to maintain and enhance existing applications, troubleshoot issues, and provide ongoing support to ensure optimal performance. Additionally, the role involves creating and maintaining comprehensive documentation for all developed applications, including design specifications, user manuals, and technical guides. The successful candidate will also implement best practices for application security, ensuring compliance with state and federal regulations, and lead project planning, scheduling, and status reporting to ensure timely delivery of high-quality applications. In this position, the Applications Developer Expert will conduct code reviews, testing, and debugging to ensure that applications are reliable, efficient, and error-free. The role requires a proactive approach to problem-solving and a commitment to delivering high-quality work that aligns with the department's goals and objectives.

Responsibilities

  • Design, develop, test, and deploy high-quality applications that meet the needs of the Maryland Department of Health.
  • Integrate new and existing applications with other systems used by the department, ensuring seamless operation and data flow.
  • Provide technical guidance and mentorship to junior developers and other team members.
  • Collaborate with stakeholders to gather and analyze requirements, ensuring applications meet user needs and regulatory requirements.
  • Maintain and enhance existing applications, troubleshoot issues, and provide ongoing support to ensure optimal performance.
  • Create and maintain comprehensive documentation for all developed applications, including design specifications, user manuals, and technical guides.
  • Implement and enforce best practices for application security, ensuring compliance with state and federal regulations.
  • Lead and participate in project planning, scheduling, and status reporting to ensure timely delivery of high-quality applications.
  • Conduct code reviews, testing, and debugging to ensure applications are reliable, efficient, and error-free.

Requirements

  • Bachelor's degree in Computer Science, Information Technology, or a related field; a master's degree is preferred.
  • At least 7-10 years of experience in application development, with a focus on developing complex, enterprise-level applications.
  • Proficiency in multiple programming languages such as Java, C#, Python, or JavaScript.
  • Strong experience with web development frameworks (e.g., Angular, React, ASP.NET).
  • Experience with database management systems (e.g., SQL Server, Oracle, MySQL).
  • Knowledge of software development methodologies (e.g., Agile, Scrum).
  • Familiarity with cloud platforms (e.g., AWS, Azure) and DevOps practices.
  • Excellent problem-solving and analytical skills.
  • Strong communication and interpersonal skills.
  • Ability to work both independently and collaboratively in a team environment.
  • Attention to detail and a commitment to delivering high-quality work.

Nice-to-haves

  • Experience working in a healthcare or public health environment.
  • Familiarity with Health Information Systems (HIS) and Electronic Health Records (EHR).
