The Application System Analyst II (Java Developer) works to develop, enhance, maintain, and support applications for DEQ Division of Waste Management - Underground Storage Tank (UST) Section. Â The analyst is responsible for providing sole support of the Tank Information Management System (TIMS) module. This module is critical to the business units' daily needs processing data related to permitting, inspecting, and invoicing all UST facilities and tanks throughout North Carolina. Â TIMS is built within a customized Java framework and Oracle based platform (IBEAM) that hosts solutions and data for DEQ and Division of Waste Management.
The UST section is currently in transition to a new Power Platform solution and the analyst will provide expertise in translating Java based code and Oracle database logic during the development of the new cloud based AccessDEQ / PTP solution components. Â The analyst will transition Java and Oracle skills and expand skills to include the required knowledge and abilities to support the UST AccessDEQ / PTP solution within the Power Platform.
 Duties include, but are not limited, to:
* Implements security controls in all application and database development tasks
* Serves as the single Java Application and Oracle Database Developer for the IBEAM TIMS module making all code modifications and deploying enhancements through the platform and Software Development Lifecycle
* Analyzes and investigates end user requests for enhancements and maintenance. Â Coordinates with the end users on functional requirements and integrates the requirements into the Java application code and database objects
* Maintains, validates, and commits code changes using the IBEAM DevOps repository
* Performs Oracle database development tasks and analysis by maintaining, enhancing, and streamlining the data models and objects as the requirements are identified throughout enhancement requests
* Serves as the SME for validating and transferring the logic built within TIMS throughout the development of the AccessDEQ / PTP solution for UST
* Provides a technical transition including application functionality and data transfer from the TIMS module currently in Java and Oracle to the AccessDEQ / PTP cloud-based solution hosted in the power platform
* Maintains and supports the AccessDEQ / PTP cloud-based solution for UST

To qualify for this position, applicants must document on the application that they possess ALL of the following:
* Experience in areas of analysis, design, coding, testing, implementation, and maintenance of n-tier and legacy applications using J2SE core Java and/or J2EE architecture
* Demonstrated experience with the following back-end technologies: Struts JSF J2SE application frameworks, JSP/Tiles, Spring framework, tag libraries, and/or SQL
* Proficiency in developing web applications using front-end technologies like HTML, CSS, and/or JavaScript
* Demonstrated experience in the configuration, administration, and use of code repositories like Git and/or DevOps integrations
* Demonstrated experience serving as a lead technical resource in solving and troubleshooting complex problems such as application and/or database design support and enhancement
The following Management Preferences are not required, but applicants that possess these skills are preferred:
* Demonstrated experience troubleshooting technical issues and providing creative and efficient resolution to problems. Â Ability to solve problems of high complexity. Takes proactive approach to problem resolution and support to the agency and work unit
* Demonstrated experience working with a team on highly technical projects partnering with cross functional IT teams to ensure reliable and secure connections and deployments across all integrated systems and components
* Familiarity with cloud technologies, preferably Azure and Power Platform

Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development
OR
Associate degree in computer science or an IT related field from an appropriately accredited institution and three years of experience in application consulting or development
OR
High School or General Educational Development (GED) diploma and six years of experience in business application consulting or development; or an equivalent combination of education and experience
