The Appraiser I position in Clayton County, Georgia, is responsible for determining the fair market value of residential and personal property within the county. This role involves a variety of essential functions that contribute to the accurate assessment of property values. The appraiser will physically locate parcels and properties, determine parcel numbers, and verify personal property business accounts. They will also measure and sketch new constructions and properties being audited, noting any changes that occur. The appraiser is expected to review business reports, tax rolls, and other tax documents to ensure accurate assessments. In addition to property assessments, the appraiser will assist taxpayers both in the field and in the office, explaining Homestead and taxing procedures. They will prepare assessment notices, compare property values, and check sales ratios. The role requires the preparation of documentation for the Board of Equalization and Superior Court, as well as the calculation of land and property values. The appraiser will troubleshoot returns of value, re-price land during zoning changes, and negotiate directly with taxpayers to obtain value agreements, including preparing Tax Demos. The position also involves driving a county vehicle to perform appraisal duties, maintaining the vehicle and supplies, and researching deeds and property splits or combinations. The appraiser will attend meetings, training sessions, and continuing education courses to stay updated on appraisal practices. They will meet with builders, taxpayers, and tax representatives, gathering and submitting information to the Soil Conservation and maintaining contact with the Permits and Licenses Department. Additional functions include general clerical work such as copying, filing, answering phones, and assisting taxpayers at the front desk. Other related duties may be assigned as required.
