About the position

The APS Budget and Fiscal Policy Analyst plays a crucial role in supporting the Adult Protective Services (APS) program by managing fiscal matters, analyzing budget needs, and ensuring compliance with federal and state regulations. This position involves collaboration with various stakeholders to monitor and report on budget execution, providing essential insights and recommendations to leadership for effective program management.

Responsibilities

  • Function as the budget and policy analyst for APS, supporting formulation, presentation, implementation, execution, and monitoring of fiscal matters.
  • Analyze budget and policy needs/resources in concert with long-term program plans and recommend adjustments to leadership.
  • Interpret appropriations and manage purchasing and procurement issues applicable to the APS program.
  • Obtain, review, and provide budget analysis, implementation, monitoring, and execution support services to APS program leadership.
  • Keep current on fiscal and statutory policy and procedures related to budget monitoring.
  • Develop collaborative relationships with Office & Department staff involved in budget preparation.
  • Monitor appropriations and funding sources annually, including general funds and federal/state grant funds.
  • Analyze expenditures at the state and county level, identifying variances and compliance concerns.
  • Prepare monthly, quarterly, and other reports detailing budget status, trends, and recommendations.
  • Attend Division monthly fiscal meetings and respond to program accounting staff inquiries.
  • Facilitate APS formula allocation task group activities to support management and evaluation of county-allocated funding.
  • Provide guidance and technical assistance to leadership on budget execution and reporting requirements.
  • Ensure fiscal records are recorded correctly in Department systems.
  • Manage the execution of the APS budget through oversight of purchasing and procurement responsibilities.

Requirements

  • Seven (7) years of relevant experience in an occupation related to the work assigned to this position.
  • A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years.
  • Current, valid licensure as a CPA by the Colorado Board of Accountancy can substitute for the degree requirement and two (2) years of the required experience.

Nice-to-haves

  • Experience managing funding and reporting for government programs at the state, county, and/or federal level.
  • Experience managing federal grant funds and reporting requirements.
  • Experience supporting human services organizations, especially Adult Protective Services or Aging Services.
  • Excellent writing and oral presentation skills; experience communicating policy and fiscal information to executive leadership.
  • Professional experience in accounting/finance, especially in supporting multi-million dollar budgets.
  • Understanding of federal and state fiscal rules, government procurement practices, and budget forecasting principles.
  • Proven organizational and project management skills.
  • Strong computer skills; ability to navigate technological systems efficiently.
  • Ability to balance the needs of Federal and State regulations with stakeholder needs.
  • Data analysis and interpretation skills; ability to interpret information critically.
