About the position

Nationwide IT Services is currently seeking a Senior Budget Analyst for our SAF/AQR customer on the STAQSS II contract. This position is based at the Pentagon and requires a Secret clearance. The role involves providing specialized expertise to support the Secretary of the Air Force for Acquisition (SAF/AQ) in achieving effective and efficient mission accomplishment. The Senior Budget Analyst will be responsible for managing the financial aspects of 27 Science and Technology programs, providing fiscal guidance and oversight to 17 Program Element Managers (PEMs). This includes analyzing and developing recommendations and reports on the financial and budgeting aspects of the programs, tracking program costs and funding data through the Planning, Programming, Budgeting, and Execution (PPBE) cycles, and preparing cost-related inputs for required reports. The Senior Budget Analyst will perform analyses of program funding for all PPBE phases and other budget exercises, assess resource allocation options, and identify potential impacts of proposed funding positions. The role also involves researching and analyzing program funding and execution trends data, utilizing Air Force financial software and automated databases, and updating data in budget and execution plan preparation databases. Additionally, the analyst will track and research financial regulations and policies, develop recommendations for budgeting and financial process improvements, and support cost-estimating efforts for various programs. This position requires a strong understanding of the Air Force or DoD Acquisition and PPBE process, as well as the ability to recommend changes to funding documentation to ensure compliance with requirements. The Senior Budget Analyst will also be involved in disseminating information for international partners and Foreign Military Sales (FMS).

Responsibilities

  • Analyzing and developing recommendations and reports on the financial and budgeting aspects of the programs.
  • Tracking program cost and funding data through the PPBE cycles, reviewing and interpreting programmatic data, and preparing cost-related inputs for required reports.
  • Performing analyses of program funding for all PPBE phases and other budget exercises.
  • Tracking and assessing resource allocation options and identifying possible impacts of proposed funding positions.
  • Researching and analyzing program funding and execution trends data from sources such as the EVMS and identifying issues, recommending solutions.
  • Recommending changes to funding documentation to ensure standardization and compliance with requirements.
  • Utilizing Air Force financial software, automated databases, standard office application software, and database tools.
  • Updating data in Air Force budget and execution plan preparation databases.
  • Tracking and researching financial regulations and policies.
  • Analyzing budgeting and financial processes associated with Air Force PPBE.
  • Developing recommendations on budgeting and financial process improvement.
  • Reviewing budget documentation material.
  • Supporting LCC and other program cost-estimating efforts including disseminating information for international partners and FMS.

Requirements

  • A master's degree in business, finance, or related discipline.
  • At least 10 years of relevant budget (programs of record) experience in a System Program Office and/or Air Force Headquarters.
  • A strong understanding and expertise in the Air Force or DoD Acquisition and PPBE process.
  • 12 years of relevant work experience may be substituted for a MA/MS degree.
  • BA/BS degree plus 8 years of relevant work experience may be substituted for a MA/MS degree.
