About the position

This position is 100% remote within the State of Texas and requires all employees to maintain personal Wi-Fi and webcam capabilities during work hours to perform job duties. The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Programmer IV position within the Access and Eligibility Services (AES), Data Management & Reporting Division. This role is crucial in connecting Texans to services by helping individuals and families in need of food, medical care, cash assistance, and other social services. The ideal candidate will thrive in an environment focused on providing technology support, data analysis, and creative solutions required by the business areas to facilitate workload management, quality processes, fraud analysis, and training delivery. Additionally, the candidate should possess the ability to forecast future needs and report on critical metrics and outcomes. As a .NET full stack programmer, you will work on a team of highly skilled analysts to develop, test, debug, and document complex program code to implement functional and design requirements for information systems. This innovative role focuses on design, development, enhancement, and maintenance of advanced multi-user web, database, and reporting applications that effectively meet business needs for the Eligibility Operations (EO). The position will also assist with process improvements, code reviews, and oversee application analysis and design projects that require coordination, planning, documentation, and scheduling during project development, implementation, and testing stages. The essential job functions include designing, coding, and modifying complex computer programs and database architectures, performing necessary testing of assigned programs, overseeing the project development lifecycle, identifying and resolving production problems, analyzing and developing automation solutions, and performing other tasks as assigned, such as technical documentation or assistance on a complex level to staff or customers on hardware, software, or applications.

Responsibilities

  • Designs, codes and modifies complex computer programs and database architectures, subroutines, triggers, stored procedures, objects, classes and scripts.
  • Performs necessary testing of assigned programs, including the generation of test data, writing test scripts/execution sequences, examining test results, debugging detected errors, etc.
  • Uses current software development methods/techniques and established development standards to ensure the quality and maintainability of applications.
  • Participates in code reviews to ensure compliance with development standards and system/business requirements.
  • Oversees the project development lifecycle and coordinates with business analysts and testers on all creation or modification to applications or reports.
  • Oversees the planning, verifies design proposals, and performs in-depth research and analysis on project proposals.
  • Reviews programming work for consistency with team standards, code efficiency, project requirement compliance, and quality.
  • Identifies, investigates and resolves production problems, including analyzing problems, coding, testing, implementing and training of other technical staff and/or customers.
  • Monitors the applications, reports, and databases for exception or performance issues and handles any exceptions or performance problems as they occur.
  • Analyzes, designs, develops, and maintains automation solutions using programming languages to improve software process efficiency.
  • Designs, codes and modifies complex data extracts and automated reports.
  • Performs other tasks as assigned, such as technical documentation or assistance on a complex level to staff or customers on hardware, software, or applications.

Requirements

  • Two or more years of professional experience in designing, developing, and maintaining complex web-based or client/server applications.
  • Experience designing and developing database applications using relational database management software is preferred.
  • Experience designing and developing reports using report development tools is preferred.
  • Experience with Microsoft Visual Studio, Microsoft SQL Server, and Microsoft Report Designer software is preferred.
  • Experience developing applications using a .NET front end with a SQL Server back end is preferred.
  • Graduation from an accredited four-year college or university with major coursework in Computer Science, Management Information Systems or a related field is preferred.
