About the position

The Town of Ashland is seeking a qualified Assessor to oversee the Assessing Department operations. This full-time position involves performing complex duties related to the valuation of real and personal property, ensuring compliance with Massachusetts General Laws and Town By-laws. The Assessor will manage administrative functions, provide excellent customer service, and serve as a liaison with the Massachusetts Department of Revenue.

Responsibilities

  • Oversee all real and personal property assessment and valuation functions.
  • Commit real estate and personal property taxes, motor vehicle, and betterment assessments to the Tax Collector.
  • Manage day-to-day administrative and technical operations of the Assessing Department.
  • Coordinate ongoing cyclical inspection programs for real estate and personal property.
  • Administer processing of all real estate and personal property value changes due to inspections and permits.
  • Utilize Tyler assessing software for data input and maintenance of the valuation database.
  • Prepare billing files using MUNIS software applications.
  • Assist taxpayers with technical information related to assessing functions.
  • Serve as a liaison to the Massachusetts Department of Revenue regarding assessing matters.
  • Research abatement and exemption applications and make recommendations to the Board of Assessors.
  • Represent the Town before the Appellate Tax Board regarding appeals.
  • Supervise, train, and instruct Assessing Department staff on technical information.
  • Prepare the tax recapitulation sheet and information for the Select Board for tax classification hearing.
  • Prepare and maintain departmental records using Microsoft Office applications.
  • Maintain effective working relationships with other Town departments and the general public.

Requirements

  • Bachelor's degree in business administration, real estate, or related field.
  • Seven years or more of progressively responsible experience in property valuation for tax purposes.
  • Five years of supervisory experience.
  • Comprehensive technical knowledge of assessing practices regulated by Massachusetts General Laws.
  • Experience with specialized assessing software such as Patriot Properties Assesspro, MUNIS, and DOR Gateway program.
  • Valid motor vehicle driver's license.

Nice-to-haves

  • Professional designation(s) such as Massachusetts Accredited Assessor (MAA), Residential Massachusetts Assessor (RMA), or Certified Massachusetts Assessor (CMA).
  • General knowledge of building, construction, and zoning codes, surveying, mapping, and deeds.
  • Experience in commercial valuation.
