About the position

The Asset Management Program Manager is responsible for overseeing the Utilities Division's asset management program, ensuring effective data collection, analysis, and reporting to support risk-based decision-making. This role involves strategic planning, program development, and staff supervision, with a focus on maintaining and improving the performance of utility assets.

Responsibilities

  • Intervene at strategic points in an asset's life cycle to extend its expected service life.
  • Plan, organize, and direct the operations of the Asset Management Program.
  • Oversee the development and implementation of a comprehensive computerized work management system.
  • Schedule and prioritize work activities, ensuring necessary resources and budget management.
  • Create, edit, and update the City of Amarillo Asset Management Plan.
  • Provide training and technical guidance in asset management principles and decision-making processes.
  • Develop recommendations for prioritized maintenance and capital project programs for utilities infrastructure.
  • Maintain familiarity with utilities asset management software to advise leadership on package assessments.
  • Organize and direct the operation and maintenance of the computerized work management system.
  • Develop standard and custom reports for the asset management database.
  • Work with Division staff to develop and maintain inventory of materials, tools, and equipment.
  • Forecast funds needed for staffing, equipment, and projects; monitor and approve expenditures.

Requirements

  • Bachelor's degree in business administration, urban planning, geographic information systems (GIS), civil or mechanical engineering, computer sciences, or a related field.
  • Broad knowledge of engineering computer applications and water/wastewater infrastructure.
  • Valid Class C Texas Driver's License.
  • Experience with asset management principles and software applications.

Nice-to-haves

  • Knowledge of multiple software application packages such as Cartegraph Asset Management, Cityworks, Lucity, AssetWorks, Infor EAM, IBM Maximo, Accela, ArcGIS, SAP EAM.
  • Skills in interpersonal communication and teaching asset management concepts.
