About the position

The Asset Manager position at the Newark Housing Authority is a full-time role focused on the comprehensive management of Authority properties. The incumbent will oversee all aspects of property management functions, including maintenance, environmental systems, grounds upkeep, and fiscal administration. This position is critical in ensuring that properties are maintained in a decent, safe, and sanitary condition while meeting the Authority's quality, occupancy, cost, and revenue goals. The Asset Manager will work closely with the Portfolio Executive to maintain financial performance, monitor budgets against Authority benchmarks, and ensure operational performance aligns with long-term strategic planning and service levels. Key responsibilities include supervising site staff, preparing long- and short-term strategic plans, and submitting monthly and annual reports on property performance, compliance issues, and financial management. The Asset Manager will also be responsible for preparing site-specific operating budgets, maximizing property income, minimizing expenditures, and ensuring compliance with leasing and recertification processes. Daily inspections of properties will be conducted to identify areas needing improvement, and the Asset Manager will maintain clear communication with tenant groups and internal departments. The role requires a commitment to customer service, effective communication, and responsiveness to both internal and external stakeholders. The Asset Manager will also participate in capital planning and redevelopment processes, handle resident issues, and ensure compliance with HUD and Authority requirements. The position demands a proactive approach to problem-solving and the ability to respond to emergencies during and after working hours.

Responsibilities

  • Supervises the operation and maintenance of assigned properties, ensuring they are maintained in decent, safe, and sanitary condition.
  • Prepares long- and short-term strategic plans for the assigned site.
  • Submits monthly and annual reports on property performance, compliance issues, financial management, and personnel issues.
  • Prepares site-specific operating budgets, ensuring all site conditions and needs are met.
  • Maximizes the property's income and minimizes expenditures while preserving the physical plan.
  • Monitors the property's cash flow and tracks monthly and year-to-date expenditures, making adjustments as needed.
  • Maintains inventory control of all materials, equipment, and supplies assigned to the property.
  • Ensures compliance in leasing, recertification, work order completion, and timely rent collection.
  • Oversees the timely lease-up of vacant units and conducts orientation for new tenants.
  • Develops inspection schedules for grounds and buildings to identify areas needing improvement.
  • Maintains clear communication with outside agencies, tenant groups, and internal Authority departments.
  • Participates in the capital planning and redevelopment process.
  • Handles all issues pertaining to the resident body and maintains tenant files in compliance with HUD and Authority requirements.

Requirements

  • Bachelor's degree or seven (7) years' experience in Property Management, Finance, Planning, or a related field.
  • Extensive knowledge of Authority structure, key functions, staff, policies, and procedures.
  • Knowledge of applicable Federal, State, Local, and HUD laws, rules, regulations, codes, and guidelines related to landlord-tenant operations.
  • Demonstrated knowledge of general real estate practices and daily property management operations.
  • Ability to prepare financial feasibility analyses and conduct research.
