About the position

The Assistant Business Office Manager plays a crucial role in overseeing the financial and administrative operations of the Water and Sewer Divisions within a public utility. This position involves managing day-to-day business office functions, implementing financial policies, and ensuring compliance with audit recommendations. The role requires a strong understanding of accounting principles and the ability to make complex financial decisions, particularly regarding customer accounts and service terminations.

Responsibilities

  • Oversee the Division's accounts receivable collections program and business office functions related to electronic meter reading interface with billing systems.
  • Manage the electronic meter reading process, including preparation and management of route schedules and resolution of related hardware and software issues.
  • Direct accounting clerical staff in standard accounting functions such as accounts payable, accounts receivable, payroll, assessments, and billings.
  • Assist in the utility billing process, including calculating interest and liens on delinquent accounts, and oversee bill printing and processing.
  • Make decisions related to delinquent accounts, including collection correspondence and service shut-offs, and handle customer inquiries regarding delinquencies.
  • Collaborate with other departments on foreclosure cases and prepare reports for legal action.
  • Review and prepare various financial reports, including periodic financial status reports and surveys.
  • Prepare and submit accounting entries for approval as needed.
  • Analyze and balance various accounts, including inter-fund accounts.
  • Certify availability of funds in the absence of the Office Manager.
  • Assist auditors with audit studies and develop internal audit procedures.
  • Prepare financial reports for the Department of Public Utility annual report.
  • Discuss assessment and billing complaints with customers as assigned.
  • Recommend discipline and direct training for staff.
  • Assist in the selection process for hiring candidates and review employee performance.
  • Perform some functions of the Office Manager in their absence as assigned.
  • Review vouchers for correctness and payrolls for processing.
  • Assist in preparing the Water and Sewer Divisions' annual budget and rate analyses.
  • Attend Town Council, Public Utility Commission, and other relevant meetings.

Requirements

  • 1 year of experience in financial analysis.
  • Senior level experience in account reconciliation.
  • Considerable knowledge of office procedures and accounting principles.
