About the position

The Assistant Chief Financial Analyst position is a pivotal role within the Financial Analysis Section (FAS) of the Financial Analysis & Receivership Division at the North Carolina Department of Insurance. This position is designed to assist the Chief Financial Analyst in managing and directing the operations of FAS, with a strong emphasis on the regulation of both domestic and foreign insurers operating within North Carolina. The successful candidate will play a crucial role in developing and implementing the procedures and systems that FAS utilizes to enforce the insurance laws of the state. This includes supervising a team of financial analysts, which consists of twenty professional staff members, and performing supervisory duties as delegated by the Chief Financial Analyst in their absence. In this role, the Assistant Chief Financial Analyst will have the opportunity to interact with individuals at all levels within insurance companies as well as within the Department of Insurance. The work is guided by state laws and regulations, departmental policies and procedures, and guidance provided by the National Association of Insurance Commissioners. The position also offers a hybrid telework option, allowing for a combination of office and remote workdays, which reflects the department's trust in its employees to be self-motivated and successful in such roles. The mission of the Department of Insurance is to promote a stable insurance market through unbiased regulation and to protect the lives and property of every citizen in all 100 counties while fostering superior, user-friendly service, courtesy, and respect. This position is integral to achieving that mission by ensuring compliance and regulatory oversight of the insurance industry in North Carolina.

Responsibilities

  • Assist the Chief Financial Analyst in managing and directing the operations of the Financial Analysis Section.
  • Supervise a team of financial analysts and oversee their work and development.
  • Develop and implement procedures and systems for enforcing insurance laws in North Carolina.
  • Evaluate and supervise complex transactions and make regulatory oversight decisions.
  • Plan, organize, and direct various functions to ensure timely evaluations of financial conditions and requests from regulated entities.
  • Interact with stakeholders at all levels within the insurance companies and the Department of Insurance.

Requirements

  • Bachelor's degree from an accredited college or university with appropriate courses in accounting and other courses required for CPA examination eligibility.
  • Four years of experience in auditing insurance company operations or closely related accounting or auditing work, or an equivalent combination of education and experience.
  • Advanced knowledge of the insurance industry, generally accepted accounting principles, statutory accounting principles, and financial analysis procedures.
  • Ability to read, interpret, and apply laws and regulations to assess compliance of regulated entities.
  • Excellent decision-making skills and the ability to communicate effectively, both verbally and in writing.

Nice-to-haves

  • Experience with regulatory oversight in the insurance industry.
  • Familiarity with the National Association of Insurance Commissioners guidelines.
