About the position

The City of Fayetteville is seeking an Assistant Chief Information Officer (ACIO) to oversee the daily operations, financial management, human resources, compliance, and administration of the City Information Technology Department. This role is crucial in assisting the Chief Information Officer (CIO) in leading the technology management staff to achieve departmental goals and objectives. The ACIO will manage the operational functions and service delivery responsibilities of the department, ensuring that the technology needs of the city are met efficiently and effectively. In this position, the ACIO will collaborate with various departments to develop and maintain a comprehensive technology plan that aligns with the organizational needs. The role requires strong leadership skills to set goals and directions for the staff, promote the mission and objectives of the department, and establish performance measurements. The ACIO will also be responsible for planning and executing the acquisition and deployment of technology investments, assessing risks associated with these investments, and managing contracts related to hardware and software. The ACIO will conduct research, define requirements, evaluate proposals, and prepare budgets to ensure continual service improvement. This includes managing the development and implementation of strategies, policies, and procedures for the information services area. The role also involves monitoring and controlling the IT department's annual operating and capital budgets, negotiating with vendors, and ensuring compliance with audit requirements. Additionally, the ACIO will represent the Information Technology Department to other city departments, elected officials, and outside agencies, explaining and justifying departmental programs and policies. The position may also require the ACIO to act as the Chief Information Officer in their absence, further emphasizing the importance of this role in the city's technology management framework.

Responsibilities

  • Manage the day-to-day operational functions and ongoing service delivery responsibilities of the IT department.
  • Assist the CIO in developing and promoting strategic plans for IT to leverage emerging technologies.
  • Collaborate with departments to develop and maintain a technology plan that supports organizational needs.
  • Provide leadership by setting goals and directions for staff, reinforcing values, and promoting departmental objectives.
  • Plan and execute the acquisition and deployment of technology investments, assessing risks associated with these investments.
  • Define procedures, policies, and standards for acquiring, implementing, and operating new enterprise technology.
  • Manage the development and implementation of strategies, goals, objectives, policies, and budgets for the information services area.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.
  • Supervise recruitment, development, retention, and organization of technical staff.
  • Represent the City with outside agencies on information service matters.

Requirements

  • Eight years of increasingly responsible experience managing information systems.
  • Five or more years of progressive leadership experience is preferred.
  • Equivalent to a Bachelor's degree from an accredited college or university with major course work in MIS, business administration, information systems, computer science, or a related field.

Nice-to-haves
